Coordinator <br /> <br />Bonnie Johnson <br /> <br />MEMO <br /> <br />TO: <br /> <br />FROM: <br /> <br />County Commissioners <br />Bonnie Johnson~ <br /> <br />DATE: October 24, 2002 <br /> <br />SUBJECT: Personnel Policy 7.50, On-Call Pay <br /> <br /> Cass County Personnel Policy 7.50 sets forth the county's duties for <br />employees required to be on-call to provide specific essential county services. At <br />the present time, the policy is limited to employees of the information services <br />office, state's attorney, sheriff and social services. Buildings and grounds staff <br />never receives "on call" pay or compensation for evenings and weekends <br />worked. I have used a "modified hours format" to adjust their schedule. For <br />example, if a worker returns at night to shut off the generators at the county, he <br />would just work an hour less the next day, and when the week was over, no more <br />than 40 hours o[ work would be on the timecard. <br /> <br /> The new jail has created havoc for the three employees in maintenance. <br />Since the facility opened, they have been called in every weekend to unplug <br />drains, modify temperatures, etc. While I believe some of these items should <br />and could wait until the regular workweek, we have not been successful in <br />convincing jail staff. So, several times each weekend, and on weekday evenings <br />as well, the maintenance staff is called to the jail to handle requests. Prior to the <br />opening of the new jail, we were not calling in the staff on a regular basis. <br /> <br /> Therefore, I would ask the current on-call policy be amended to include <br /> the buildings and grounds staff, and that the compensation levels be set the <br /> same as other on-call employees with the costs to be paid by the jail operations <br /> budget since no overtime pay is budgeted in the maintenance budget. <br /> <br /> If this meets with your approval, I would ask that you consider the following <br /> motion: <br /> <br /> Move to add the county buildings and grounds staff to the list of departments in <br /> Personnel Policy Section 7.50 who are eligible for on-call pay; further, that the <br /> compensation shall remain the same for the buildings and ground staff, but <br /> funding for on-call pay and overtime shall be paid from the jail operations budget. <br /> <br />Box 2806 <br />211 Ninth Street Stltllh <br />Fargo, North Dakota 58108 <br /> <br /> 7014414720 <br />Fax: ?01497-6020 <br /> <br /> <br />
