ROAD DEPARTMENT, Purchase order for modular block retaininQ planters <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to authorize the <br />chairman to sign a purchase order in the amount of $18,950.00 for two <br />large modular block retaining planters to be placed at the main gate of <br />the Cass County Highway Department. On roll call vote, the motion <br />carried unanimously. <br /> <br />11. CONTRACT APPROVAL, Cities of Mapleton and Horace; Blue Cross Blue Shield: <br />LeQend Technical Services; Youthworks; Houston En!lineerlna, Inc. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to approve the following <br />contracts submitted by respective department heads, subject to state's <br />attorney approval, and authorize the chairman to sign: On roll call vote, <br />the motion carried unanimously. <br /> <br />Contract policing--Cities of Mapleton and Horace; <br />Blue Cross Blue Shield--employee health insurance for 2003; <br />Legend Technical Services, Inc.--asbestos survey at fonmer Sheriff's Residence and <br />Cass County Jail; <br />Youthworks--Juvenile Justice and Delinquency Prevention Grant Funds; <br />Houston Engineering, Inc.--preliminary engineering services for a bridge replacement <br />in Sections 29-32, Barnes Township, at 40th Avenue South. <br /> <br />12. INFORMATION SERVICES, Purchase order for computer replacements <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to award the bid for <br />personal computer replacements for 2002 to Gateway Direct and <br />authorize the County Auditor to prepare and sign a purchase order for the <br />equipment in the amount of $127,057.00. On roll call vote, the motion <br />carried unanimously. <br /> <br />13. EXTENSION SERVICE, National4-H Week October 6-13 <br />Maxine Nordick, Extension Agent/4-H Youth, said the week of October 6-13 is National4-H <br />Week and the 4-H Centennial is being celebrated this year. She updated the board on <br />various youth development programs in North Dakota and said Cass County has 472 <br />members in 4-H clubs, with 125 volunteer leaders. Janel Jordan, 4-H Member, was present <br />and talked about her background and participation in numerous programs. They provided <br />commemorative jars of candy to show appreciation for the county's support. <br /> <br />14. ABATEMENT HEARINGS, Sam's Club and Wal-Mart tax abatements denied <br />Frank Klein, Director of Tax Equalization, provided a report on the investigation of <br />abatement application #4223 and #4224 for Sam's Club and Wal-Mart. He said the City of <br />Fargo voted to deny both abatements, and Mr. Klein also recommends they be denied <br />because the taxpayer has not provided information showing the assessment is invalid, <br />inequitable or unjust. A property tax representative from Wal-Mart planned to attend today's <br />meeting, however, a conflict arose and no one was present from Wal-Mart Stores, Inc. <br />
