The construction contract tor the 2005 reshaping is on the July 5 <br />agenda for Commission approval. The project necessitated purchase of 31 <br />parcels afland. All parcels were appraised and negotiations have been <br />underway in recent months. As of this writing: <br /> <br />25 owners agreed and signed documents <br />2 agreed orally with signed documents expected shortly <br />1 uncertain, but expect agreement <br />1 unable to make contact - expect we will make contact shortly <br />I unable to make contact - Condemnation recommended <br />1 unable to reach agreement on price - Condemnation recommended <br /> <br />I recommend that we proceed at this time with condemnation on two ofthe <br />parcels. A brief summary is listed below with complete appraisal <br />information available. <br /> <br />Gerald Pronovost and Patricia Constant: Purchase includes 2.99 acres of <br />agricultural land appraised at $3,500 per acre. As a result of several <br />meetings with the Pronovosts, we worked out a number of their drainage <br />concerns and expected to settle. Gerald Pronovost and Patricia Constant <br />initially seemed agreeable to the price. A Fargo Forum article on June 11 <br />reported a $20,OOO/acre purchase of land near South Fargo by the Fargo <br />School District. They indicated during the most recent meeting that, in <br />view of the School District's recent purchase, their land must be worth more <br />than was offered. My position is that the land purchased by the School <br />District is not a reasonable comparison to the Highway 14 land. The <br />Pronovosts have requested that this matter be placed on the Commission <br />agenda. <br /> <br />Ronnie Lee JOY: Purchase includes .18 acres of rural residential property <br />appraised at $12,500 per acre = $2,250. We have made a number of <br />attempts, but have been unable to reach Mr. Joy. He apparently has a <br />
