<br />Commission Minutes--July 5, 2005 2924 <br /> <br />13. LOCAL GOVERNANCE ADVISORY COMMITTEE, Commission appointments <br />Mr. Vanyo provided a list of possible candidates to serve on a county governance advisory <br />study committee. He said two of the people are willing to accept an appointment, and he <br />has an indication from three others who would be willing to serve if the commission decides <br />to form a five-member advisory board. <br /> <br />Mr. Montplaisir gave some background information on the state law requiring cities and <br />counties to review their government structure every five years. A local governance advisory <br />study committee was last appointed in 2000, and the committee delivered a final report to <br />the commission, dated November 29, 2000, that was useful to the county at the time. <br /> <br />Mr. Burdick referred to North Dakota Century Code Chapter 40-01.1 relating to the <br />requirement that cities and counties review government structure at least once every five <br />years, either by appointing a committee or by putting the question of creating a local <br />advisory study committee on the next regular election ballot. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to proceed with appointing <br />a local governance advisory committee as designated by the chairman. <br />Discussion: Mr. Vanyo asked Mr. Montplaisir to prepare a resolution, <br />which will include the names selected by the chairman, for the board to <br />consider at the next meeting. In the past, Mr. Montplaisir said the area of <br />study was directed in the resolution. On roll call vote, the motion carried <br />unanimously. <br /> <br />14. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve Voucher No. <br />198,668 through Voucher No. 198,993. On roll call vote, the motion <br />carried unanimously. <br /> <br />15. ELECTION, Committee report <br />Mr. Montplaisir said Thomas Lane is resigning from the Fargo City Commission, and it will <br />necessitate holding a special election soon. The election process involves the county <br />auditor's office. <br /> <br />16. CORRESPONDENCE, Received and filed <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to receive and file <br />correspondence outlined by the secretary as follows: Motion carried. <br /> <br />notice that the Cass County jail was inspected by the North Dakota Department of <br />Corrections and Rehabilitation and found to be in complete compliance with NDCC 12- <br />44.01; <br />North Dakota Department of Transportation information on the 2006-2007 Federal Aid <br />program; <br />Notice of Red River Valley Fair Association Board of Directors meeting July 6, 2005, at <br />7:00 PM in the Ag Building on the fairgrounds. <br />
