PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. Stanton moved and Mr. Larson seconded to approve payment of $750.00 to IBM for a communication <br />modem, which allows the County to communicate with the Fargo Police Department. On roll call vote, the <br />motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded to approve payment of $2,460.00 to Steffen's Office <br />Equipment for the public seating and two high -back chairs in the Sheriff's Department. On roll call <br />vote, the motion carried unanimously. <br />Richard Offutt presented two informal bids for a lawn and shrubbery automatic sprinkler system. The <br />Commissioners requested information on specific models that were bid, and a report back next week. <br />After investigation by Richard Offutt and upon his recommendation, Mrs. Stanton moved and Mr. Larson <br />seconded to accept the one bid received for the sale of the 9020 NCR computer system to Bank Systems of <br />Bloomington, MN, in the amount of $1,200.00. On roll call vote, the motion carried unanimously. <br />Administrative Assistant Diana Murack reported that she spoke to the Clerk of County Court regarding <br />a salary for the public defender mental health contract. Mrs. Stanton moved and Mr. Larson seconded to <br />approve the mental health contract with the Ottmar Law Firm of Jamestown for a salary of $3,600.00 for <br />the year 1988. On roll call vote, the motion carried unanimously. <br />The Commissioners determined not to meet on Tuesday, December 29, 1987, because of the Christmas and <br />New Year's holidays. <br />Upon the recommendation of County Engineer Don Richards, Mrs. Stanton moved and Mr. Larson seconded <br />that the Vice Chairman be authorized to sign a property acquisition assurance with the Soil Conservation <br />Service for Critical Area Treatment Project Site 4A between Sections 2 -3, Empire Township. On roll call <br />vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to grant a utility permit to the Nome Inter Community <br />Telephone Company under County Road 5 south of Wheatland. Motion carried. <br />A letter and statement of accounts receivable were received from the Reed Township Board of <br />Supervisors concerning rebuilding of the township road in Section 30, Reed Township. Don Richards stated <br />that he will review the agreement which was made with Reed Township, and report back next week. <br />Mrs. Stanton moved and Mr. Larson seconded to approve out of state travel for Social Services <br />employees Joyce Temanson to St. Cloud, MN on December 22, 1987, and for Tina Johnson to Fergus Falls, MN <br />on December 7, 1987. Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded that the County Social Services Director be authorized to <br />hire a person for the pilot project for the Adult Protective Services Demonstration Project. Motion <br />carried. <br />Mrs. Stanton moved and Mr. Larson seconded that the Director of Social Services be authorized to <br />hire staff replacement for a Homemaker I position. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Director of Social Services be authorized to <br />hire a secretary for 15 hours per week in the pilot project in the Adult Protective Services <br />Demonstration Project. On roll call vote, the motion carried unanimously. <br />Diana Murack reported that she has been reviewing the County's property insurance coverage, and she <br />made some changes which will result in a cost savings to the County. She also reported that the County <br />received a $1,000 rebate from NSP on the roof -top air conditioning system, and additional NSP rebates are <br />pending. <br />Regarding a previous motion today on the public defender mental health contract, Diana Murack stated <br />that the figure she quoted is what the Ottmar Law Firm received for the 1987 contract. Judge Cynthia <br />Rothe asked to meet with her in the next week to negotiate a contract figure for 1988. Mrs. Stanton <br />moved and Mr. Larson seconded to rescind the previous motion on this date regarding the public defender <br />mental health contract for 1988. Motion carried unanimously. <br />A memo was received from Sheriff Don Rudnick requesting permission for out of state travel as <br />follows: Sheriff and Lt. Arland Rasmussen to Sioux Falls, SD on December 2nd; Lt. Arland Rasmussen to <br />St. Louis, MO on December 8 -11th; Deputies Dean Wawers and Rod Kitzan to Duluth, MN on December 9 -11th. <br />Mrs. Stanton moved and Mr. Larson seconded to approve out of state travel as requested by the Sheriff. <br />On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to receive and file a letter from Governor George Sinner <br />regarding Community Development Block Grant funding in the amount of $151,000 for Solid Comfort, Inc. <br />Motion carried. <br />A letter from the American Legion Baseball Program requesting the County's support was referred to <br />the Administrative Assistant. <br />Members of the Commission received a report entitled "The Petition to Incorporate Round Hill <br />A Response" from the City of Fargo Department of Planning and Development. A cover letter stated that <br />the Fargo City Commission considers this report to be the City of Fargo's expression of opposition and <br />protest to the proposed incorporation of Round Hill. The Commissioners noted that a hearing on the <br />proposed incorporation of Round Hill is scheduled for December 9, 1987. <br />6422 <br />IBM communication <br />modem purchased <br />Shff.
