Mrs. Stanton moved and Mr. Larson seconded to pay the bill in the <br />amount of $4,114.81, which is Cass County's 2/3 share of the law enforcement study, subject to <br />verification with Fargo City Director of Finance Mark Thelen. On roll call vote, the motion carried <br />unanimously. <br />Co. Judge Rothe corres. A letter was received from County Judge Cynthia Rothe asking the Commission to not add the <br />on public defender responsibility of legal work for the public administrator to the 1988 public defender contracts because <br />contracts legal they are completely different areas of law. Judge Rothe also recommended increasing the term of the <br />work for Pub. Adm. public defender contracts to two years, increasing the 1988 salary by $600, and that the Commission <br />establish the 1989 salary by November 15, 1988. She also requested the Commission to establish the <br />salary for 1988 for the mental health contract with the Ottmar Law Firm. Commissioners Wieland and <br />Stanton will visit with Judge Rothe about the public administrator legal work, and report back. <br />A letter was received from Al B. Spielman, President of the Cass County Historical Society, inviting <br />written comments by November 27th on a proposal by Arnold Lorentzsen to build and operate a steam <br />locomotive train on a railroad linking Bonanzaville, U.S.A. and the Red River Valley Fairgrounds. <br />Mr. Larson moved and Mrs. Stanton seconded to pay the bill to Hannaher's, Inc. in the amount of <br />$4,820.00 for five wood desks for the States Attorneys, to be paid from the Capital Projects line item. <br />On roll call vote, the motion carried unanimously. <br />Upon the recommendation of Daniel Twichell, Attorney for the Southeast Cass Water Resource District, <br />and approval of States Attorney Robert Hoy, Mr. Eckert moved and Mr. Larson seconded that the Chairman <br />and the Auditor be authorized to sign two Releases of Easement on Drain #10 and Drain #40 located in <br />Section 2 and Section 10, respectively, in Barnes Township. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the 1986 Treasurer's Annual <br />Settlement Report. Motion carried. <br />A letter was referred to Mrs. Stanton regarding a meeting concerning a proposed change in the child <br />support incentive payments to counties. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 24, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Discussion was held on a hearing to be held in Bismarck on Tuesday, December 1st, whereby the State <br />Human Services Department is proposing to retain 55% of the Child Support incentive payments and the <br />counties would receive 45 In the past, the counties received 100 Mr. Sondrall moved and Mr. Larson <br />seconded that Chairman Alon Wieland be authorized to attend the public hearing one week from today in <br />Bismarck. The motion carried on roll call vote with four members voting "Aye Mrs. Stanton opposing <br />because the Commission has not taken a stand on what Mr. Wieland's testimony will be. She feels the <br />counties are not being reasonable in asking for 100% of the payments. <br />Mr. Larson moved and Mr. Sondrall seconded that Chairman Wieland testify at the Child Support <br />incentive payments hearing in Bismarck that it is the position of this Commission to support the counties <br />receiving 100% of the incentive payments at this point. The motion carried on roll call vote with <br />Mr. Sondrall, Mr. Wieland and Mr. Larson voting "Aye'; Mrs. Stanton and Mr. Eckert voting "No <br />Regarding a request from the Cass County Historical Society for comments from the Commission on a <br />proposal by Arnold Lorentzsen to operate a steam locomotive train on a railroad linking Bonanzaville and <br />the Red River Valley Fairgrounds, Mrs. Stanton moved and Mr. Eckert seconded to support the concept and <br />inform them of the County's concerns for safety, liability, and placement of the track so that it does <br />not interfere with a future master plan for Bonanzaville. On roll call vote, the motion carried <br />unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mr. Sondrall moved and Mr. Larson seconded <br />to grant a utility permit to Northwestern Bell Telephone Company to place buried cable under County <br />Road 17 in Sections 7 -8, Reed Township. On roll call vote, the motion carried unanimously. <br />
