II,da:N: d-,,6,1 <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 6, 1987 <br />Chairman Alon Wieland called the meeting to order with four members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, and Alon Wieland. Ray Larson was absent. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Upon the recommendation of County Engineer Don Richards, Mr. Eckert moved and Mrs. Stanton seconded <br />that the Northwestern Bell Telephone Company be granted a utility permit to replace a cable under County <br />Road 17 south of West Fargo. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and. Mr. Sondrall seconded that Mick Pflugrath be granted a permit for rural water <br />hook-up under County Road 16, the work to be done by Haggart Construction. On roll call vote, the motion <br />carried unanimously. <br />Sheriff Don Rudnick appeared before the Board regarding personnel replacement in his department. He <br />stated that he hired an employee from the County Treasurer's Office, Carol Rehder, and he asked <br />permission to keep her salary the same as she is presently receiving and to move her to Pay Grade 5, <br />which is what the position is listed at in his department. Mr. Eckert moved and Mrs. Stanton seconded <br />that the Chairman be authorized to sign the Salary and Pay Grade Form for Carol Rehder as an employee in <br />the Sheriff's Department in Pay Grade 5 at a salary of $1,285.00 per month. Before the vote was taken, <br />Mr. Wieland pointed out that $1,285 is above the mid -point on the pay scale and that the person being <br />replaced received a monthly salary of $1,043.00. Sheriff Rudnick stated that the difference is that <br />Carol Rehder has worked for the County much longer than the person she is replacing. At the call for the <br />question and upon roll call vote, the motion carried unanimously. <br />Sheriff Don Rudnick stated that Maxine Liversage, County Treasurer, requested the Salary Review <br />Committee to place Wanda Wilcox, whom she hired to replace Carol Rehder, in Pay Grade 5. The Salary <br />Review Committee recommended retaining the position in Pay Grade 4 and setting the salary at $1,144.00 <br />per month. Sheriff Rudnick suggested a review of some of the pay grades in December. Mrs. Stanton moved <br />and Mr. Sondrall seconded that the Chairman be authorized to sign the Salary and Pay Grade Form for Wanda <br />Wilcox, replacing Carol Rehder in the County Treasurer's Office, in Pay Grade 4 at a monthly salary of <br />$1,144.00. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign the revised copy <br />of the Jail and Juvenile Detention Center policy manuals. Motion carried. <br />Upon the recommendation of Richard Offutt, Director of Administrative Services, Mrs. Stanton moved <br />and Mr. Eckert seconded to contract for an energy audit of the Courthouse, Jail and Juvenile Detention <br />Center through the State of North Dakota, at a cost to Cass County not to exceed $1,000.00. On roll call <br />vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign a letter <br />requesting the City of Fargo to include curb, gutter and street repair on 9th Street between 2nd and 3rd <br />Avenues South in their 1988 work program, at a cost to the County of $5,400.00. On roll call vote, the <br />motion carried unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded that Vouchers No. 78675 through No. 79545 and Revenue <br />Sharing Voucher No. 448 be approved and ordered paid. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve the funding schedule submitted by the City of <br />Fargo for the U.S. Custom Service at Hector International Airport, Cass County's share of the cost being <br />$7,500.00 payable on a quarterly basis. On roll call vote, the motion carried unanimously. <br />A letter was read from States Attorney Robert Hoy requesting the Commission to address the matter of <br />salary adjustments for the attorneys in his office at the Commission's earliest convenience prior to the <br />end of 1987. <br />On motion by Mr. Eckert and seconded by Mrs. Stanton, the meeting was adjourned. <br />
