Mrs. Stanton moved and Mr. Larson seconded that Commissioner <br />Don Eckert represent the Cass County Commission at the North Dakota <br />State Fair Association annual meeting to be held in Minot on November <br />4, 1987. Motion carried. <br />Commissioners Stanton, Wieland and Larson reported on <br />information gathered from a recent tour of joint Law Enforcement <br />Centers in Wisconsin and Iowa. They felt the trip was very worthwhile. <br />Discussion was held on the proposed incorporation of Round Hill <br />Subdivision located in Stanley Township. The Commission had <br />understood that a petition would be presented at this time, but it <br />was not. Assistant States Attorney Jim Twomey stated that the County <br />Commission has a lot of authority in this matter, and the people who <br />live in the area of the proposed incorporation need to be notified <br />of all actions regarding the proposed incorporation. County Planner <br />Jerry McCullough was also present, and Mr. Wieland asked if the County <br />Commission could refer the proposed incorporation to the County <br />Planning Commission for review and input. Mr. Twomey stated that <br />the Commission can do that the they can also request additional <br />information as mentioned in the statutes. <br />Mr. Twomey stated that notification of the presentation of a <br />petition is done within the territory itself, and Mr. Wieland asked <br />if anyone present today was aware of a notification. Mr. Richard <br />Stearns spoke on behalf of several persons in attendance, and he stated <br />that three signs were posted but they were very small and he did not <br />feel they were posted in a very good location. He stated that there <br />is much opposition from the landowners surrounding the area of proposed <br />incorporation, and he asked to be notified in advance when this matter <br />will be discussed again. He also suggested notifying the Stanley <br />Township Board of Supervisors of any information on it. Mr. Wieland <br />suggested that Jim Twomey contact Attorney Jonathan Garass, who is <br />representing the proponents of the incorporation, and that Mr. Twomey <br />prepare a brief outline as to the steps that the Commission needs <br />to be concerned with. <br />Mrs. Stanton moved and Mr. Eckert seconded that Social Services <br />Director Tom Jensen and Tina Johnson be authorized out of state travel <br />to Minneapolis for a workshop on September 30 through October 2, 1987. <br />On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to grant permission <br />for out of state travel for three Social Services staff people to <br />Moorhead, MN on September 25, 1987. On roll call vote, the motion <br />carried unanimously. <br />Mr. Wieland stated that he was informed that representatives <br />from the City of Fargo on the Municipal /County Court Committee will <br />include City Judge Thomas Davies, City Attorney Wayne Solberg, and <br />City Clerk Joanne Klev. <br />On motion by Mr. Larson and seconded by Mrs Stanton, the meeting <br />was adjourned. <br />
