REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />SEPTEMBER 8, 1987 <br />Chairman Alon Wieland called the meeting to order with four <br />members present as follows: Jeannette Stanton, Don Eckert, Ray Larson <br />and Alon Wieland. Absent was Oscar Sondrall, who was attending an <br />Emergency Management seminar in Bismarck. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Discussion was held on appointment of a Mosquito Abatement Board. <br />A letter was received from Mayor Florenz Bjornson of West Fargo <br />requesting clarification on establishment of a mosquito control <br />district, and Mr. Wieland will try to answer her questions. Mrs. <br />Stanton noted that the appointments are to be made by the State Health <br />Council with approval of the Board of County Commissioners, and the <br />terms of office are two years, three years, and five years. Mr. <br />Wieland expressed a concern of Commissioner Sondrall's that the <br />preliminary budget include one mill for a mosquito control district, <br />and the County Auditor stated that it is included within the 23 -mill <br />levy limitation in the General Fund. Mr. Larson moved and Mr. Eckert <br />seconded that the names of Goodwin Hoff, Walter Valovage and <br />Commissioner Jeannette Stanton be submitted to the State Health <br />Department for consideration. On roll call vote, the motion carried <br />unanimously. <br />The Commissioners reviewed the 1988 preliminary County budget <br />with County Auditor Ordelle Brua and Administrative Assistant Scott <br />Krueger. <br />Mr. Eckert moved and Mrs. Stanton seconded to grant approval <br />for a raffle permit for St. Benedict's Church of Horace on September <br />20, 1987. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to grant permission <br />for out of state travel for Superintendent of Schools Joyce Holm to <br />attend the National Rural Education Association conference in Lake <br />Placid, New York on October 17 -21, 1987. Motion carried. <br />A letter was received from John O. Garaas, Acting Presiding Judge <br />of the East Central Judicial District, inviting the Commission and <br />all Cass County employees to attend a celebration of the bicentennial <br />of the U.S. Constitution at 11:00 AM on September 17, 1987 in District <br />Courtroom Three. <br />Mr. Eckert moved and Mr. Larson seconded that the County Auditor <br />be authorized to publish the annual notice of weed cutting in the <br />official newspaper. Motion carried. <br />Mr. Eckert moved and Mr. Larson seconded to approve out of state <br />travel for five employees of the County Sheriff's Department to attend <br />the annual convention of the Mid States Organized Crime Information <br />
