REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS SEPTEMBER 8, 1987 Chairman Alon Wieland called the meeting to order with four members present as follows: Jeannette Stanton, Don Eckert, Ray Larson and Alon Wieland. Absent was Oscar Sondrall, who was attending an Emergency Management seminar in Bismarck. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Discussion was held on appointment of a Mosquito Abatement Board. A letter was received from Mayor Florenz Bjornson of West Fargo requesting clarification on establishment of a mosquito control district, and Mr. Wieland will try to answer her questions. Mrs. Stanton noted that the appointments are to be made by the State Health Council with approval of the Board of County Commissioners, and the terms of office are two years, three years, and five years. Mr. Wieland expressed a concern of Commissioner Sondrall's that the preliminary budget include one mill for a mosquito control district, and the County Auditor stated that it is included within the 23 -mill levy limitation in the General Fund. Mr. Larson moved and Mr. Eckert seconded that the names of Goodwin Hoff, Walter Valovage and Commissioner Jeannette Stanton be submitted to the State Health Department for consideration. On roll call vote, the motion carried unanimously. The Commissioners reviewed the 1988 preliminary County budget with County Auditor Ordelle Brua and Administrative Assistant Scott Krueger. Mr. Eckert moved and Mrs. Stanton seconded to grant approval for a raffle permit for St. Benedict's Church of Horace on September 20, 1987. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Eckert seconded to grant permission for out of state travel for Superintendent of Schools Joyce Holm to attend the National Rural Education Association conference in Lake Placid, New York on October 17 -21, 1987. Motion carried. A letter was received from John O. Garaas, Acting Presiding Judge of the East Central Judicial District, inviting the Commission and all Cass County employees to attend a celebration of the bicentennial of the U.S. Constitution at 11:00 AM on September 17, 1987 in District Courtroom Three. Mr. Eckert moved and Mr. Larson seconded that the County Auditor be authorized to publish the annual notice of weed cutting in the official newspaper. Motion carried. Mr. Eckert moved and Mr. Larson seconded to approve out of state travel for five employees of the County Sheriff's Department to attend the annual convention of the Mid States Organized Crime Information
