REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />SEPTEMBER 1, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Mr. Larson moved and Mrs. Stanton seconded that Jim Berglie, <br />Director of the Community Survival Program, be authorized to hire <br />staff replacement in pay grade 21 for a Social Worker I, with the <br />understanding that someone will be moved to pay grade 22. On roll <br />call vote, the motion carried unanimously. <br />Discussion was held with County Planner Jerry McCullough on the <br />proposed southside sewer project. The Commission set the date of <br />September 30, 1987 at 7:00 P.M. for a public informational meeting, <br />and the State Health Department will attend a pre planning conference <br />with the County Commission and City Health Department officials at <br />4:00 P.M. on the same date. <br />Upon the recommendation of County Engineer Don Richards, Mr. <br />Eckert moved and Mrs. Stanton seconded that the City of Mapleton be <br />authorized to encumber their 1987 Pothole and Street Repair Funds. <br />On roll call vote, the motion carried unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mr. <br />Eckert moved and Mr. Larson seconded to approve payment of 1987 Pothole <br />and Street Repair Funds to the City of Riverside in the amount of <br />$1,834.00 and to the City of Harwood in the amount of $869.00. On <br />roll call vote, the motion carried unanimously. <br />Steve Dewald for Lightowler Johnson Associates, Attorney Daniel <br />Twichell and Mr. David Wyum appeared before the Board requesting the <br />County to create a special assessment district for asphalt pavement <br />and related items in Borderud's Subdivision located south of West <br />Fargo in Barnes Township. Mr. Wieland asked if they have followed <br />the County's guidelines for the creation of special assessment <br />districts, and Mr. Twichell requested that the County waive the 30 <br />reserve fund because he believes it is illegal on this type of bond <br />under present Federal regulations. Mr. Wieland stated that in the <br />past, this Commission has not indicated a willingness to put a special <br />assessment deficiency levy on the entire County in the event the <br />specials are not paid by the specific property owners. The only other <br />choice the County would have in the event of a deficiency would be <br />to pay the specials from the General Fund with the idea that it would <br />be reimbursed when the taxes are paid. Mr. Twichell stated that he <br />knows of only one property owner who is opposed to the assessment, <br />and he stated that all of the lots have homes built upon them with <br />substantially high valuations. <br />
