PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />SEPTEMBER 1, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Larson moved and Mrs. Stanton seconded that Jim Berglie, Director of the Community Survival <br />Program, be authorized to hire staff replacement in pay grade 21 for a Social Worker I, with the <br />understanding that someone will be moved to pay grade 22. On roll call vote, the motion carried <br />unanimously. <br />Discussion was held with County Planner Jerry McCullough on the proposed southside sewer project. <br />The Commission set the date of September 30, 1987 at 7:00 P.M. for a public informational meeting, and <br />the State Health Department will attend a pre planning conference with the County Commission and City <br />Health Department officials at 4:00 P.M. on the same date. <br />Upon the recommendation of County Engineer Don Richards, Mr. Eckert moved and Mrs. Stanton seconded <br />that the City of Mapleton be authorized to encumber their 1987 Pothole and Street Repair Funds. On roll <br />call vote, the motion carried unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mr. Eckert moved and Mr. Larson seconded to <br />approve payment of 1987 Pothole and Street Repair Funds to the City of Riverside in the amount of <br />$1,834.00 and to the City of Harwood in the amount of $869.00. On roll call vote, the motion carried <br />unanimously. <br />Steve Dewald from Lightowler Johnson Associates, Attorney Daniel Twichell and Mr. David Wyum <br />appeared before the Board requesting the County to create a special assessment district for asphalt <br />pavement and related items in Borderud's Subdivision located south of West Fargo in Barnes Township. <br />Mr. Wieland asked if they have followed the County's guidelines for the creation of special assessment <br />districts, and Mr. Twichell requested that the County waive the 30% reserve fund because he believes it <br />is illegal on this type of bond under present Federal regulations. Mr. Wieland stated that in the past, <br />this Commission has not indicated a willingness to put a special assessment deficiency levy on the entire <br />County in the event the specials are not paid by the specific property owners. The only other choice the <br />County would have in the event of a deficiency would be to pay the specials from the General Fund with <br />the idea that it would be reimbursed when the taxes are paid. Mr. Twichell stated that he knows of only <br />one property owner who is opposed to the assessment, and he stated that all of the lots have homes built <br />upon them with substantially high valuations. <br />Mr. Larson moved and Mrs. Stanton seconded that the County's requirement #3 pertaining to the 30% <br />additional project cost for delinquencies in tax collections on special assessment districts be waived <br />for the Borderud's Subdivision paving project. At the call for the question and upon roll call vote, the <br />motion carried with four members voting "Aye" and Mr. Eckert opposing. Mr. Wieland reminded Mr. Dewald <br />of item #6 that the plans and specifications be submitted to the Cass County Engineer for consideration <br />and approval. <br />Mr. Larson moved and Mrs. Stanton seconded to create special assessment <br />Borderud's Subdivision paving project. On roll call vote, the motion carried un <br />Mrs. Stanton moved and Mr. Sondrall seconded that Sheriff Don Rudnick be <br />replacement in pay grade 5 for Tara Argall, who has resigned. On roll call <br />unanimously. <br />district #1987 -1 for the <br />animously. <br />authorized to hire staff <br />vote, the motion carried <br />Mr. Larson moved and Mr. Eckert seconded to authorize out of state travel for Kathy Simmons, Laurie <br />Larson and Tim Olson to attend a conference on correctional facility health care in Chicago, Illinois on <br />November 5 -7, 1987. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded that Vouchers No. 77838 through No. 78674 be approved and <br />ordered paid. On roll call vote, the motion carried unanimously. <br />Bids were received from Strom Construction Company of Moorhead, MN and from Jensen Brothers of <br />Wheatland, ND for rental of certain heavy equipment for highway construction. Mr. Sondrall moved and <br />Mr. Larson seconded that the bids be received and filed, and that the County Engineer be instructed to <br />use both of them to the best advantage of the County. On roll call vote, the motion carried unanimously. <br />Tracy Anderson from the Lake Agassiz Regional Council appeared before the Board along with the <br />President and Vice President of Solid Comfort, Inc. to request Cass County to sponsor their application <br />for Community Development Block Grant funds, which they intend to use to develop new product lines for <br />manufacturing furniture. Mr. Larson moved and Mr. Sondrall seconded to approve the pre application for <br />Community Development Block Grant funds for Solid Comfort, Inc.
