Assessments <br />on Co. prop. at <br />57-llth Ave. North <br />disc. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Eckert reported that he has been contacted by Iry Rustad from the Lake Agassiz Regional Council <br />about obtaining some of the County's obsolete furnishings. Mr. Eckert will continue to work with <br />Mr. Rustad on the items he needs for a program they are in the process of establishing. <br />Mrs. Stanton moved and Mr. Sondrall seconded to grant out of state travel for Social Services <br />employee, Gilbert Engel, to Bemidji, MN on August 26, 1987. Motion carried. <br />A public hearing was held at 10:00 A.M. before the North Dakota State Health Department as a result <br />of a petition by the Cass County Commission to form a Cass County Vector Control District. Mr. William <br />Delmore, Director of Environmental Enforcement, presided over the hearing and tape recorded the <br />testimony. There was no opposition to the proposed district. Comments were made by Mr. Goodwin Hoff, <br />Supervising Sanitarian for the Fargo Community Health Center, by Diana Huseby and Walt Valovage from the <br />Fargo- Moorhead Metropolitan Council of Governments, and by Carol Spichke, West Fargo City Commissioner. <br />At the close of the hearing, Mr. Delmore stated that the State Health Council will review the proceedings <br />of the public hearing at their next meeting scheduled for September 18, 1987, at which time they will <br />deny or grant the petition. <br />Upon the recommendation of County Engineer Don Richards, Mr. Larson moved and Mr. Sondrall seconded <br />to grant a utility permit to Northwestern Bell Telephone Company to cross County Road 20 at 45th Street <br />Northwest. Motion carried. <br />Upon the recommendation of the County Engineer, Mr. Eckert moved and Mr. Larson seconded to grant a <br />utility permit to Northwestern Bell Telephone Company to cross County Road 31 north of the Fargo city <br />limits. Motion carried. <br />Mr. Larson moved and Mr. Sondrall seconded that the County Road Department be authorized to purchase <br />a 1987 Ford truck from W.W. Wallwork at a cost of $12,785.45 and to purchase a 1987 GMC truck from <br />Hall GMC at a cost of $14,588.00. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to proceed with the proposed Courthouse entry plaza based <br />upon the outline presented by Rick Kosse that each of the four major conflicts -World War I, World <br />War II, Korean and Viet Nam Wars -be recognized in the form of a plaque; and that an agreement be made <br />whereby Cass County would pay one -third of the cost, the Veteran's Organizations paying one third, and <br />the remainder coming from private and municipal donations. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that Architect Richard Moorhead be authorized to <br />proceed with the Courthouse entry plaza as outlined above at a proposed cost of $36,000, or less due to <br />reduced labor costs through the use of volunteers from the labor organizations. On roll call vote, the <br />motion carried unanimously. Mr. Wieland suggested setting a dedication around November llth, Veteran's <br />Day; and he suggested that the type of lighting be selected by the committee for the project. <br />County Auditor Ordelle Brua requested permission for division of voting precincts, namely splitting <br />Fargo Township and Reed Township from the Fargo Precinct No. 27. Mr. Eckert moved and Mrs. Stanton <br />seconded that Fargo Precinct No. 27 be divided into two voting precincts, one for the rural area to vote <br />at the Police Training Center, and the other being the City of Fargo Precinct No. 27 to continue voting <br />at the McKinley School. On roll call vote, the motion carried unanimously. <br />Upon the request of the County Auditor, Mr. Larson moved and Mrs. Stanton seconded that the Auditor <br />be authorized to pay off the special assessments on the former Detention Center at 57-llth Avenue North, <br />Fargo, in the amount of $2,324.00.
