Scott Krueger stated that he received a letter from States Attorney Robert Hoy some time ago regarding employees who have left the County's employ prior to the Commission granting salary increases for 1987, which were retroactive to January 1st. Mrs. Stanton moved and Mr. Larson seconded that the Administrative Assistant be authorized to seek out any former County employee who would have been entitled to receive a salary increase had the raises been granted as of January 1, 1987. On roll call vote, the motion carried unanimously. Scott Krueger stated that the national Consumer Price Index has gone up to 3.7% from June 1, 1986 to June 1, 1987; and the Commission has used the Consumer Price Index for the past three years as a guide for salary adjustments. He requested permission to make a salary proposal for 1988 based upon a 3.7% increase in the County's pay scale. Mr. Larson moved and Mr. Eckert seconded that the County pay scale be raised 3.7% and that the Administrative Assistant be authorized to use 3.7% as a guide for 1988 salary proposals. On roll call vote, the motion carried with four members voting "Aye Mrs. Stanton opposing because she questioned the need to raise the pay scale. Mr. Wieland stated that this only affects the mid -point on the pay scale and not individual salary increases. Upon the recommendation of County Superintendent of Schools Joyce Holm, Mr. Larson moved and Mr Sondrall seconded to appoint Mr. Hilbert Hanson, former Superintendent of Schools at Kindred, to the County Tuition Appeals Board. Motion carried. Mr. Sondrall moved and Mr. Larson seconded to receive and file the following Officer's Reports for July, 1987: Motion carried. Clerk of Court 7,170.50 County Court $32,487.17 Register of Deeds $15,328.60 Sheriff $16,592.00 Veterans Service Officer Correspondence was read. The Commission discussed revising the Job Description for the position of Administrative Assistant to the Board of Cass County Commissioners, and they discussed creating the position of Director of Administrative Services. Scott Krueger presented copies of a Job Description for each position. Mr. Wieland stated that Data Processing Manager Richard Offutt and Scott Krueger have prepared a plan for creating a Department of Administrative Services under the Data Processing Department and adopting this plan would alleviate the need for a financial analyst position. Mrs. Stanton moved and Mr. Eckert seconded to adopt a revised Job Description for Administrative Assistant to the Board of County Commissioners; to create the position of Director of Administrative Services and to adopt the Job Description as presented. On roll call vote, the motion carried unanimously.
