Corridor Issues <br /> <br />Thc Corridor Study process involved analysis of the following issues: <br /> <br /> Roadway Design: With increasing volumes of traffic, design issues centered on <br /> roadway alignment (particularly where sight-distance is a concern), proliferation of <br /> private property access, realigning the 52nd Avenue intersection, and a proposed bicycle <br /> and pedestrian trail. <br /> <br /> Future Traffic: Due to the anticipated traffic volumes and subsequent decline of levels <br /> of service at key intersections, improvements for the project include charmelizing turning <br /> lanes and thc possibility of adding traffic signal control. <br /> <br /> Safety Concerns: Roadway curves in proximity to Sheyanne River bends were <br /> idantilied as concerns by residents. The mix of agricultural vehicles and trucks, speed of <br /> existing traffic and potential hazards of left-turning vehicles were also raised as concerns. <br /> Concerns also focused on the safety of school children crossing CH 17 in Horace, just <br /> north o£Wall Street. <br /> <br /> Environmental Issues: Potential environmental impacts were studied for water quality, <br /> erosion and riparian habitat for the Sheyanne River, floodplain and flood control projects <br /> in the area, impacts to wetlands, conversion of prime agricultural land, impacts to <br /> protected wildlife, and impacts to cultural resources. <br /> <br />Corridor Recommendations <br /> <br />Recommended CH 17 improvements were developed with input from agencies represented on <br />the TAC as well as from public input received at information meetings. The reconanendations <br />were shaped into the following key goals: <br /> <br /> Improving traffic flow for major movements within the corridor <br /> Improving safety in the corridor <br /> Increasing roadway capacity <br /> Maintaining the fimction of an arterial facility with access control <br /> Improving river crossing and erosion issues <br /> <br />These goals can be achieved through a phased construction pro,'am including both short-term <br />and long-term improvements: <br /> <br />Coanty Highway I7 Corridor Study - ES2 - October 2002 <br /> <br /> <br />
