Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded that the designated smoking area in the Cass County <br />Courthouse be the conference room next to the mail room in the basement of the South Wing and a portion <br />of the former lunch room in the basement of the North Wing. Mr. Eckert stated that he would like to have <br />smoking areas designated in a portion of the hallways near the Courtrooms, and he also suggested <br />supporting a program to help employees stop smoking. At the call for the question and upon roll call <br />vote, the motion carried with four members voting "Aye" and Mr. Eckert opposing. <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br />ATTEST: <br />APPROVED: <br />Ordelle Brua County Auditor Alon Wieland, Chairman <br />Cass County, North Dakota Cass County Board of Commissioners <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 5, 1987 <br />Chairman Alon Wieland called the meeting to order with four members present as follows: Oscar <br />Sondrall, Don Eckert, Ray Larson and Alon Wieland. Jeannette Stanton was absent. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Correspondence was received from the Fargo City Engineer's Office requesting Cass County to <br />relinquish an easement on County Drain #29 for the purpose of installing an underground city storm sewer <br />for the newly developing Sunwood Addition. Upon the written recommendation of States Attorney Robert Hoy <br />and the Southeast Cass Water Resource District, Mr. Eckert moved and Mr. Sondrall seconded that the <br />Chairman be authorized to sign the Relinquishment of Easement on County Drain #29 in north Fargo. Motion <br />carried. <br />The Board continued the hearing from March 31, 1987, on the Application for Abatement and Settlement <br />of Taxes submitted by Cargill, Inc. Members of the Commission received copies of an Appraisal Summary <br />prepared by Peter J. Patchin Associates, Inc. Mr. Patchin was present and explained his appraisal in <br />detail supporting a total taxable valuation of $5,900,000 on the sunflower seed processing plant at <br />Riverside, ND. Also present were representatives of Cargill, I-nc. and Attorney Doug Herman. County <br />Director of Tax Equalization Clarence Miller and Riverside City Auditor Lois Cusick were also present; <br />along with State Supervisor of Assessments Barry Hasti, who explained his appraisal valued at $12,200,000 <br />which was made at the request of the City of Riverside. At this time, the Chairman declared a recess in <br />the abatement hearing for the purpose of conducting other County business scheduled for this time. <br />Bids were received and opened at 10:00 A.M. for a truck mounted striping machine for the County Road <br />Department as follows: <br />General Equipment Supplies, Inc. <br />Sweeney Brothers Tractor Co. <br />Prismo Safety Corporation <br />$76,159.29 <br />$80,546.00 <br />$82,370.60 <br />With Trade <br />$69,659.29 <br />$79,546.00 <br />$81,370.60 <br />Bids were received and opened at 10:00 A.M. for a self propelled chip spreader for the Road <br />Department as follows: <br />Swanston Equipment <br />Sweeney Brothers Tractor Co. <br />Krider Equipment Co. <br />$64,755.00 <br />$62,400.00 <br />$46,811.00 <br />With Trade <br />$60,655.00 <br />$59,400.00 <br />$44,411.00 <br />Mr. Larson moved and Mr. Sondrall seconded to refer the above bids to the County Engineer for <br />tabulation and recommendation. Motion carried. <br />Upon the recommendation of County Engineer Don Richards, Mr. Larson moved and Mr. Sondrall seconded <br />to grant a utility permit to Rodney Laughlin for placing cable across County Road 11 in Section 4, Kinyon <br />Township. Motion carried. <br />Architect Richard Moorhead presented an exterior site plan for planting trees and shrubbery on the <br />Courthouse block, and discussion was held on replacing the curb and gutter. The Chairman suggested that <br />the Commissioners meet at 8:00 A.M. next Tuesday to review this further. <br />
