REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />APRIL 28, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Bonnie Johnson, Regional Child Support Enforcement Director, <br />appeared before the Board with a recommendation for staff replacement <br />in her office due to the resignation of Jennifer Green. Mr. Larson <br />moved and Mrs. Stanton seconded that Bonnie Johnson be authorized <br />to move Karen Putnam from the position of Head Secretary to the position <br />of Investigator in Pay Grade 7 at a salary of $1,406 per month to <br />replace Jennifer Green; to move Deb Fernandez from the position of <br />Secretary to the position of Head Secretary in Pay Grade 5 at a salary <br />of $1, 054 per month; and to hire a secretary in Pay Grade 5 at a maximum <br />of $1,000 per month. On roll call vote, the motion carried <br />unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mrs. <br />Stanton moved and Mr. Larson seconded that the Cass County Electric <br />Co -op be granted a utility permit to replace a faulty existing cable <br />under County Road 26. Motion carried. <br />Don Richards reported that employees of his department are <br />working today on moving obsolete County office equipment and <br />furnishings to the Red River Valley Fairgrounds in preparation for <br />the auction sale of such property to be held Thursday, April 30th. <br />Discussion continued from last week on hiring staff replacement <br />for the County Road Department. Mr. Eckert stated that he does not <br />favor hiring new employees at the same salary as the employees who <br />have worked in the department for a number of years. Mr. Wieland's <br />concern is hiring new employees to replace those who will not be <br />retiring until fall. However, Mr. Richards stated that he normally <br />would be hiring temporary people during the summer, but will not be <br />doing that at this time. He also stated that his department is doing <br />more work since the 10 -mill levy for road repair and construction <br />was approved. Mrs. Stanton feels Mr. Richards is doing a good job <br />and should be allowed to run his department. Mr. Eckert also <br />questioned the method of advertising when positions are open, and <br />Mr. Richards stated that he does have a large volume of applicants <br />in an active file that he referred to. Mr. Wieland stated that the <br />Commission will be suggesting that each department contact the North <br />Dakota Job Services when they have a position to be filed. <br />Mrs. Stanton moved and Mr. Sondrall seconded that County Engineer <br />Don Richards be authorized to hire an M -6 Operator IV in Pay Grade <br />10 at a salary of $10.50 per hour; to hire an M -5 Master Mechanic <br />in Pay Grade 8 at a salary of $9.76 per hour; and to hire an M -4 Chief <br />
