PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Larson moved and Mr. Eckert seconded that the Chairman be authorized to sign the contract with <br />F -M Asphalt in the amount of $437,747.75 for bituminous road surfacing on County Road 26 near Page. On <br />roll call vote, the motion carried unanimously. <br />Correspondence was received from the City of Buffalo stating that they would be interested in having <br />the County locate a maintainer for storage in Buffalo. The Chairman will respond stating that all <br />communities will be considered, but no decisions have been made at this time on this issue. <br />Notice of bid letting was received from the State Highway Department for the bridge structure on the <br />Sheyenne River south of Harwood on the date of May 8, 1987, at the Heritage Center in Bismarck. <br />The Commission informed the County Engineer that the Cass County Park Board met earlier today, and <br />closed the County Park at Brewer Lake due to the rip- rapping project which has not been completed. <br />Mr. Eckert will discuss necessary barricades with Mr. Richards to assure that the park is closed to the <br />public. <br />The following bids were received for rental of County -owned pasture land in the SW* of Section 6, <br />Rochester Township: <br />Keith Warren -Hope, ND <br />Truman Kingsley Wheatland, ND <br />Thompson Stock Farm -Page, ND <br />$860.00 <br />$602.00 <br />$1,560.00 <br />Mr. Sondrall moved and Mrs. Stanton seconded to accept the highest bid in the amount of $1,560.00 <br />from Thompson Stock Farm for rental of pasture land in Rochester Township for 1987. On roll call vote, <br />the motion carried unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded to authorize payment not to exceed $235 for materials <br />for the State's Centennial Quilt, to be paid from the Promotional Advertising Fund and deducted from the <br />$1,000.00 which was set aside for the Centennial celebration. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive the check from the Attorney General's Office <br />in the amount of $986.48 for Cass County's share of the State's gaming taxes, and that the check be <br />referred to the Sheriff's special account for the enforcement of gaming laws. Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded to grant permission for out of state travel for Kathy <br />Simmons, Health Care Administrator in the County Jail, to attend a conference in Rochester, MN on <br />April 24, 1987. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mr. Eckert seconded to receive and file correspondence from the office of the <br />Attorney General concerning their recent inspection of the Cass County Juvenile Detention Center. Motion <br />carried. <br />Mr. Eckert moved and Mr. Larson seconded to receive and file correspondence from the Town of <br />Oakport, Moorhead, MN concerning the Broadway Bridge. Motion carried. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve payment of dues to the North Dakota County <br />Commissioners' Association in the amount of $125.00. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to adopt a Maintenance Procedure Form for use by County <br />Departments needing assistance from the Maintenance Department, as outlined by Administrative Assistant <br />Scott Krueger. Motion carried. <br />Scott Krueger discussed several matters concerning the building construction and Courthouse grounds. <br />Scott Krueger stated that he feels the position of a Financial Analyst for the County needs to be <br />addressed and questioned how the Commission wishes to approach it. Mrs. Stanton mentioned that she has <br />begun visiting with the City of Fargo about sharing the services of a Personnel Director, and it appears <br />that this may not be suitable.
