REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 24, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mr. Sondrall seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />The Chairman assisted with the unveiling of a painting in the <br />Commission Room of the main street of the City of Casselton in <br />approximately the year 1891. The painting was done by Dr. Philip <br />Thompson, who completed the art restoration in the Courthouse dome <br />area last year, and the painting is on loan to Cass County by the <br />Tintes family of West Fargo. <br />Upon the request of the Tower Corporation, with approval by States <br />Attorney Robert Hoy, Mr. Larson moved and Mrs. Stanton seconded that <br />the Chairman be authorized to sign the agreement between the Tower <br />Corporation and Cass County to extend the closing date of the Cass <br />County Annex building from March 1st to April 1st, 1987. On roll <br />call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Tower <br />Corporation be authorized to place a 4' by 8' sign on the Annex building <br />for leasing purposes, prior to the date of closing. Motion carried. <br />Mr. Rick Lane from the F -M Metropolitan Council of Governments <br />apperaed before the Board for any input on the 32nd Avenue South bridge <br />study. He stated that it is an informational type of study, and they <br />are not seeking action by any commissions. <br />Upon the recommendation of County Engineer Don Richards, Mrs. <br />Stanton moved and Mr. Sondrall seconded that Cass County request the <br />State Highway Department to award the low bid for bituminous road <br />surfacing on County Road 5 south of Wheatland to F -M Asphalt, Inc., <br />in the amount of $498,265.55. On roll call vote, the motion carried <br />unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded that the County <br />Engineer be authorized to place weight restrictions on County roads <br />at the same time as the State Highway Department. Motion carried. <br />Upon the recommendation of the County Engineer, Mr. Sondrall <br />moved and Mrs. Stanton seconded to grant three utility permits to <br />the Northwestern Bell Telephone Company near County Roads 18 and 81 <br />south of Fargo. Motion carried. <br />The Chairman requested Don Richards to review the possibility <br />of a low -water crossing to replace a bridge which is in need of repairs <br />by the Dalrymple farm near Casselton. <br />The Chairman will respond to correspondence received from Mr. <br />Harry Halvorson concerning the condition of Cass County Road #31 north <br />of Fargo. <br />
