PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JANUARY 27, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Discussion was held with Bonnie Johnson, Regional Child Support Enforcement Director, regarding <br />correspondence from John Graham, Executive Director of the North Dakota Department of Human Services, <br />requesting the Fargo Child Support Enforcement Unit to purchase computer equipment and hook -up to the <br />State Child Support Enforcement system to comply with federal reporting requirements. Bonnie Johnson <br />feels that the State is not aware of the capabilities of the system she presently uses. Mrs. Stanton <br />moved and Mr. Sondrall seconded that Chairman Wieland and Bonnie Johnson compose a letter to the State <br />Department of Human Services inviting them to Cass County to discuss computer equipment. Motion carried. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve Resolution No. 1987 -2 and Resolution <br />No. 1987 -3 for the Cass County Nuclear Emergency Operations Plan and the Cass County Natural Emergency <br />Disaster Operations Plan, as submitted by Glenn Ellingsberg. Motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that Cass County sign the Memorandum of Understanding for <br />Emergency Assistance with Richland County, as recommended by Glenn Ellingsberg, Cass County Emergency <br />Manager. Motion carried unanimously. <br />Administrative Assistant Scott Krueger is negotiating with financial institutions for lease purchase <br />options on Road Department and Sheriff's Department equipment. He stated that States Attorney Robert Hoy <br />is investigating the County's legal authority. <br />Upon the recommendation of the County's hospitalization insurance consulting firm, Mr. Larson moved <br />and Mrs. Stanton seconded that the Chairman be authorized to sign the 1987 contract with Blue Cross -Blue <br />Shield. Motion carried unanimously. <br />Scott Krueger reported that he called the State Capitol in St. Paul, Minnesota, to question them on <br />enforcement of their ban on tobacco smoking. They indicated that there has not been a problem with <br />enforcing the ban. <br />Mr. Iry Rustad, Director of the Lake Agassiz Regional Council, appeared before the Board to ask if <br />the County wishes to sponsor an application for Community Development Block Grant funds for <br />unincorporated cities and rural areas. The Board questioned the pay -back requirements, and Mr. Rustad <br />stated that the requirements are at the discretion of the sponsoring agency. The State no longer has <br />requirements for pay -back. Mr. Eckert moved and Mr. Sondrall seconded that Cass County sponsor an <br />application for Community Development Block Grant funds for 1987 through the Lake Agassiz Regional <br />Council on the same basis as last year. Motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that Data Processing Manager Richard Offutt be authorized <br />to hire Mr. Loyal Opsahl for the position of Programmer /Analyst at a salary of $22,750.00 per year. On <br />roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to receive and file the Indemnity Bond on Lost Instrument <br />for LaVerne Warren, and authorize the County Auditor to issue a duplicate check.
