REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JANUARY 13, 1987 <br />Chairman Alon Wieland called the meeting to order with four <br />members present as follows: Oscar Sondrall, Jeannette Stanton, Ray <br />Larson and Alon Wieland. Don Eckert was attending State Legislative <br />hearings in Bismarck. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Mr. Larson moved and Mr. Sondrall seconded that the Chairman <br />be authorized to sign the Mental Health Public Defender contract with <br />the Ottmar and Ottmar Law Firm of Jamestown, ND, in the amount of <br />$3,600 for the year 1987. On roll call vote, the motion carried <br />unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman <br />be authorized to sign Resolution #1987 -1 as presented by John Meyer, <br />Veterans Service Officer, concerning cancelation of 1986 taxes for <br />certain disabled veterans or widows of veterans with certain <br />disabilities. On roll call vote, the motion carried unanimously. <br />A copy of said resolution is on file in the office of the Cass County <br />Auditor. <br />A memo was received from Bonnie Johnson, Child Support <br />Enforcement Director, informing the Commission of the first one <br />million dollar year in collections. The Board stated that she should <br />be commended for this accomplishment. <br />The Chairman suggested holding informational meetings Saturday <br />mornings on legislative issues during the 1987 Legislative Session, <br />and he instructed Administrative Assistant Scott Krueger to send a <br />memo to department heads welcoming them to attend the meetings if <br />they are interested in a certain issue or if they plan to travel to <br />Bismarck to testify. The first meeting will be held Saturday, January <br />24th, and every other Saturday thereafter. <br />The Commission scheduled a hearing to discuss future policies <br />on a ban on smoking, consumption of food and beverages, and wall <br />hangings in County offices. Several County employees and department <br />heads were in attendance. <br />On the issue of smoking in County buildings, Mrs. Stanton felt <br />it should be banned entirely. Mr. Larson suggested helping employees <br />who smoke seek medical assistance to try to stop smoking because it <br />can cause medical problems. Mr. Sondrall felt the Commission should <br />allow smoking in restrooms, hallways and part of the lunchroom. Aside <br />from County employees, the department heads questioned how to enforce <br />a smoking ban among Courthouse patrons. Mr. Wieland stated that a <br />large number of public buildings have banned smoking, including the <br />State Capitol Building in St. Paul, MN.
