On roll call vote, the <br />motion carried unanimously. <br />Mr. Larson moved and Mr. Eckert seconded that the County Treasurer be authorized to invest excess <br />County funds. On roll call vote, the motion carried unanimously. <br />Upon the recommendation of Steve Dewald, representing Lightowler Johnson Associates, Mr. Larson <br />moved and Mr. Eckert seconded to approve Change Order No. 3 and approve final payment in the amount of <br />$3,967.30 to F -M Asphalt, Inc. for the Riverdale Subdivision street improvement project. On roll call <br />vote, the motion carried unanimously. <br />Upon the recommendation of Steve Dewald, representing Lightowler, Johnson Associates, Mr. Sondrall <br />moved and Mr. Larson seconded to approve Change Order No. 5 for a decrease of $1,890.14 and to approve <br />partial payment No. 4 in the amount of $10,114.49 to F -M Asphalt, Inc. for the Chrisan Subdivision street <br />improvement project; with a retainage of $7,500 on the project. On roll call vote, the motion carried <br />unanimously. <br />Mr. Wieland reported that the steam boiler in the Cass County Annex building stopped functioning <br />over the weekend. Repair parts have been ordered, and it is estimated that it will cost $12,000 to <br />repair, most of which will be covered by the County's insurance. <br />Mr. Larson moved and Mrs. Stanton seconded that the County offices remain open on the date of <br />January 19, 1987, which is Martin Luther King Day; and the Commission will review this decision for 1988. <br />Motion carried unanimously. <br />The Cass County Sheriff's Department was moved to the Courthouse South Wing last week. Mr. Larson <br />moved and Mr. Eckert seconded that the north side of the Courthouse south parking lot be designated for <br />use by County Sheriff's vehicles only. Motion carried. <br />Administrative Assistant Scott Krueger reported that letters were sent last week to all Cass County <br />employees notifying them of the Federal law requiring most employers who sponsor group health plans to <br />offer employees and their families the opportunity for a temporary extension of health coverage at group <br />rates in certain instances where coverage under the plan would otherwise end. <br />It was noted that the Commission did not provide funds in the 1987 County Budget for the contract <br />with Mr. Philip Matthews through June, 1987, for rental of office space for the County Extension Service. <br />At the time the contract was signed, it was thought that the Extension Service would be moving to the <br />Courthouse South Wing. However, they will be moved to the area vacated by the Sheriff's Department in <br />the Juvenile Justice Center. Mr. Larson suggested that he and Mr. Wieland visit with Philip Matthews <br />about the contract. <br />Scott Krueger reported that the Commission Chambers in the Courthouse South Wing may be completed <br />the end of January. Completion of the new lunchroom in the South Wing depends upon delivery of food <br />service equipment. <br />Mrs. Stanton moved and Mr. Eckert seconded that Dorothy Howard, Clerk of District Court, be <br />authorized to hire temporary help for a maximum of five months at a salary of $900.00 per month to assist <br />with a backlog of computer input. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Eckert seconded that the Chairman and the Auditor be authorized to sign <br />the resolution and construction and maintenance agreement for County Road 5 bituminous surfacing two <br />miles south of Wheatland. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to grant a utility permit to Held Beef Industries of <br />West Fargo to place a culvert 4}' below the surface of County Road 19 to help alleviate a sanitation <br />problem. Motion carried unanimously. <br />County Engineer Don Richards reported that the records of his department are totally on the new <br />computer system, and he stated that he received a lot of cooperation from his employees. <br />A letter was received from County Social Services Director Tom Jensen requesting permission to hire <br />staff replacement for an Eligibility Specialist I, who has resigned. Mr. Larson suggested hiring someone <br />on a temporary basis, anticipating that the State will be making cut -backs in funding to counties. <br />Mrs. Stanton suggested that he contact Tom Jensen about the situation. <br />Mr. Larson moved and Mrs. Stanton seconded to approve the County Superintendent of Schools' <br />reappointments of Otto Bernhoft, James Brothers and Roger Erickson to the Cass County School <br />Reorganization Committee for three -year terms to expire December 31, 1989. Motion carried. <br />
