REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS DECEMBER 23, 1986 Chairman Alon Wieland called the meeting to order with four members present as follows: Jeannette Stanton, Ray Larson, Don Eckert and Alon Wieland. Oscar Sondrall was absent. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. District Court Judge Norman Backes appeared before the Board to request additional office space in the Juvenile Detention Center building, as some County personnel have moved into completed areas of the Courthouse South Wing. The State of North Dakota intends to appoint a half -time referee as a result of the retirement of Arthur Lieb, and the Juvenile Court will need additional space. Mr. Eckert stated that there have been other requests for this space in the Juvenile Detention Center. Judge Backes suggested the possibility of rearranging the space they now have to utilize it to a greater extent. Mr. Wieland suggested that the building architect and Judge Backes re- evaluate their present space, and Mrs. Stanton suggested that Administrative Assistant Scott Krueger be included in the discussions. Mr. Bob Kostka, representing the County's health insurance consultant Dan Martinsen, Inc., appeared before the Board to review the Blue Cross -Blue Shield self- insurance contract and the contract for consulting services for 1987. Mr. Kostka stated that the rates will remain the same as for the past two years. One major change is Cobra 1986 Federal legislation, and he will be working with Scott Krueger on the details in this regard. Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign the contract with Dan Martinsen, Inc. for 1987 in the amount of $3,000.00, subject to approval of the States Attorney. On roll call vote, the motion carried unanimously. Discussion was held on the renewal of the Sheriff's Department liability insurance with The Star Pool. Mr. Larson discussed the policy with Sheriff Don Rudnick and feels the County should establish a self- insurance fund. The Chairman stated that since no motion was made to renew the insurance policy, Commissioner Ray Larson, States Attorney Robert Hoy and Administrative Assistant Scott Krueger should begin examining alternatives and report back to the Commission at the earliest possible time. Mr. Larson moved and Mrs. Stanton seconded to approve the application for renewal of a County Beer and Liquor License to the Windbreak, Inc. located in Adam's First Subdivision, Barnes Township, for the year 1987. Motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded to reappoint Frank Richard as County Surveyor for 1987. Motion carried unanimously.
