PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />The Commission reviewed the recommendations of the State Audit Report of Cass County for the year <br />ended December 31, 1985. The recommendations will be brought to the attention of the respective <br />department heads, and the Commission will ask for a response on when the recommendation will be complied <br />with. <br />Mr. Larson moved and Mr. Eckert seconded that Commissioners Wieland and Stanton serve on a committee <br />with 3 -5 additional people to act in an advisory capacity to the County Commission in terms of selecting <br />artwork for the Courthouse. Motion carried. <br />ATTEST: <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />Ordelle Brua County Auditor <br />Cass County, North Dakota <br />APPROVED: <br />Alon Wieland, Chairman <br />Cass County Board of Commissioners <br />REGULAR MEETING OF CUSS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 4, 1986 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Alon Wieland and Ray Larson. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />A presentation was made by James M. Kasper Associates on how the AdvantagePlus flexible <br />compensation system could benefit employees and result in a tax break for the County. The cost of the <br />program is approximately $4.00 per month per employee. Mr. Larson moved and Mrs. Stanton seconded to <br />authorize James M. Kasper and Associates to contact County employees at a time other than working hours, <br />and to report the results to the County Commission. Motion carried. <br />Chairman Wieland stated that there will be a meeting of the North Dakota Judicial Conduct Commission <br />on November 12, 1986, and if the County Board wishes to ask for an investigation into Judge Donald <br />Cooke's absenteeism, they may do so by writing a letter of request. Mrs. Stanton moved and Mr. Eckert <br />seconded that the County Commission request the Judicial Conduct Commission to conduct an investigation <br />of County Court Judge Donald Cooke. On roll call vote, the motion carried unanimously. <br />Correspondence from the North Dakota Highway Department regarding funding for the bridge replacement <br />program was referred to the County Road Department. Correspondence from the State Highway Department <br />regarding automatic railroad signals at four locations in Cass County was referred to Commissioner Don <br />Eckert. <br />Chairman Wieland reported that he and Commissioner Eckert met with interested parties concerning the <br />request for a County snowplow to be stationed at Casselton. A counter proposal includes the County <br />leasing the building and snowplow to the Casselton area rural fire and ambulance services. The fire and <br />ambulance services would provide a qualified operator, heat and maintenance for the building. The plow <br />could only be used in case of emergency. The County would continue to provide the insurance on the <br />building, which is not a problem according to the County's insurance agent. The County Road Department <br />is in agreement and suggested doing this for one year's time initially. A formal agreement has not been <br />drafted. <br />Mrs. Stanton moved and Mr. Sondrall seconded to authorize the Director of County Social Services to <br />hire an additional social worker for the Child Protection Services Program. On roll call vote, the <br />motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to sign a WINTER <br />AWARENESS PROCLAMATION authorizing all agencies of government, school and other organizations to provide <br />citizens with the appropriate preparedness information for the 1986 -87 winter season. Motion carried. <br />The Chairman declared a recess for a meeting of the Cass County Building Authority and upon <br />reconvening, Mr. Larson moved and Mrs. Stanton seconded to approve Building Authority Action on payment <br />of Disbursement Direction #16 in the amount of $162,205.50. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve Change Order G -5 in the amount of $1,544.00 <br />for the Courthouse North Wing remodeling. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mr. Eckert seconded to approve partial payment No. 5 to Meinecke- Johnson <br />Company in the amount of $7,329.00 and partial payment No. 4 to Dakota Electric Construction in the <br />amount of $3,788.60 on the Courthouse North Wing remodeling. On roll call vote, the motion carried <br />unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded to approve partial payment No. 13 to West Fargo <br />Plumbing and Heating in the amount of $589.00 on the Courthouse remodeling.
