Center re-roof <br />order <br />approved <br />Westlaw Library <br />System <br />St. Historical Soc <br />consideration of <br />former "Pest House" <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 7, 1986 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Alon Wieland and Ray Larson. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />A hearing was held on Application for Abatement and Settlement of Taxes submitted by Donald R. and <br />Connie Moen for property in the City of West Fargo. Upon the recommendation of County Director of Tax <br />Equalization Clarence Miller, Mrs. Stanton moved and Mr. Sondrall seconded that Abatement #3838 for <br />Donald and Connie Moen for property at 420 East Main Avenue be approved. On roll call vote, the motion <br />carried unanimously. <br />A hearing was held on Application for Abatement and Settlement of Taxes submitted by Warren E. <br />Dubbels for property in Stanley Township. Mr. Eckert moved and Mr. Sondrall seconded to approve <br />Abatement #3839 for Warren Dubbels in accordance with the recommendation of County Director of Tax <br />Equalization Clarence Miller. On roll call vote, the motion carried unanimously. <br />A hearing was held on Application for Abatement and Settlement of Taxes submitted by Douglas and <br />Kathleen Krieg for property in Reed Township. Mr. Eckert moved and Mr. Sondrall seconded to approve <br />Abatement #3840 for Douglas and Kathleen Krieg in accordance with the recommendation of County Director <br />of Tax Equalization Clarence Miller. On roll call vote, the motion carried unanimously. <br />Mr. John Grettum from the State Auditor's Office was present regarding the recently completed Cass <br />County Audit for the year ending December 31, 1985. The report indicates that the County is in good <br />financial condition, and he asked if the Commission had any questions on the recommendations listed in <br />the report. He stated that the recommendations have been discussed with the respective department heads, <br />but they do not receive a -copy of the audit report. Mrs. Stanton suggested that the Commission review it <br />at a future meeting. <br />Mr. Eckert moved and Mrs. Stanton seconded to grant a utility permit to Northwestern Bell Telephone <br />Company to cross County Road 31 north of Fargo. Motion carried. <br />Mr. Eckert moved and Mr. Sondrall seconded to grant two utility permits to Cass County Electric <br />Cooperative to cross County Road 16 in Section 4, Pleasant Township; and to cross County Road 9 in <br />Section 32, Durbin Township. Motion carried. <br />Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign the Agreement for <br />Construction and Maintenance of Federal Aid Project for guard rail protection on County Road 20 over the <br />Red River. On roll call vote, the motion carried unanimously. <br />Correspondence from the North Dakota Highway Department regarding the Bridge Replacement Program <br />will be referred to County Engineer Don Richards. <br />The Chairman was requested to obtain information on County Court Judges absenteeism, and he compiled <br />some figures in this regard. Mrs. Stanton stated that she feels this is a high rate of absenteeism, and <br />it is up to the County Commission to do something about it. Mrs. Stanton moved and Mr. Larson seconded <br />that the Chairman be authorized to write a letter asking the County Court Judges for an explanation of <br />their absenteeism by either appearing in person next Tuesday or answer by letter; and to also request a <br />report on the condition of the backlog of court cases and information on the necessity of hiring a <br />referee. Motion carried. <br />Mr. Larson moved and Mrs. Stanton seconded that Mr. Duane Boehning be appointed to the Cass County <br />Planning Commission from County Commission District #3 to replace Victor Knudson of Kindred for a term <br />expiring January 1, 1990. Motion carried. <br />County Auditor Ordelle Brua presented a list of properties being forfeited to Cass County for unpaid <br />taxes. Mrs. Stanton moved and Mr. Eckert seconded to appraise the property at the total amount of <br />5 -years delinquent taxes as shown on the 1986 Tax Sale List. On roll call vote, the motion carried <br />unanimously. <br />Mr. Sondrall moved and Mr. Eckert seconded that Vouchers No. 67,679 through No. 68,581 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Upon the recommendation of Architect Perry Clark, Mrs. Stanton moved and Mr. Larson seconded to <br />approve Change Order No. 1 for the Juvenile Justice Center re- roofing project to revise the insulation at <br />a cost of $2,600.00. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the County Auditor be authorized to pay $3,875.00 to <br />West Publishing Company for the Westlaw Library System, and to accept a check from Robert D. Miller in <br />the amount of $887.50 to be deposited in State and Federal Reimbursements. On roll call vote, the motion <br />carried unanimously. <br />Correspondence was received from the State Historical Society regarding nominations to the State <br />Historic Sites Registry. County property formerly known as the "Pest House" located at 57 -11th Avenue <br />North, Fargo, is being considered. The property is being used by the Community Action Agency's Head <br />Start Program at the present time. <br />
