Dept. bid <br />letting for bridge <br />project <br />Resolution for levy <br />in support of job <br />develop. authority <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />A public hearing was held at 10:30 A.M. on the 1987 preliminary County budget. The Chairman asked <br />if anyone wished to address any items specifically. One comment was made pertaining to the line item on <br />dues to the National Association of Counties and to the North Dakota Association of Counties. The <br />Chairman declared the public hearing closed. <br />Concerning bids received at 10:00 A.M. today for sale of the Cass County Annex, Mr. Larson suggested <br />awarding a final bid next Tuesday. However, the remainder of the Commissioners could see no point in <br />delaying it. This is the third time the Commission has called for bids on the property, and Mr. Wieland <br />stated that the sale would place the property back on the tax rolls. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Cass County Commission accept the Bid /Purchase <br />Agreement from Lightowler Johnson Associates, Inc. and the Tower Corporation of Fargo for the purchase of <br />Lots 1 -6, Block 7, Original Townsite to the City of Fargo, commonly known as the Cass County Annex, for a <br />total bid of $232,500.00 under the terms and conditions provided in the Bid /Purchase Agreement. During <br />further discussion, Mr. Wieland stated that the possession date shall be March 1, 1987, but Cass County <br />reserves the right to rent such premises for up to one month thereafter at a monthly rental of 1.25% of <br />the purchase price. At the call for the question and upon roll call vote, the motion carried with <br />Mrs. Stanton, Mr. Wieland and Mr. Eckert voting "Aye Mr. Larson opposing. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign <br />Agreement for the sale of the Cass County Annex on behalf of Cass County, subject to <br />States Attorney. On roll call vote, the motion carried unanimously. <br />Mr. Wieland stated that the money generated from the sale of the Cass County Annex <br />in the budget for 1987. He suggested that the Commissioners think of opportunities <br />parking lot. Mrs. Stanton suggested placing the money in a building fund. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />The Cass County Board of Commissi <br />with the following members present: <br />Oscar Sondrall was absent. The Cass <br />September 29, 1986, with all members <br />Don Eckert and Oscar Sondrall. <br />BUDGET MEETINGS OF CASS COUNTY BOARD OF COMMISSIONERS <br />oners continued budgeting for 1987 at 1:00 P.M., September 23, 1986 <br />Jeannette Stanton, Ray Larson, Alon Wieland and Don Eckert. <br />County Board of Commissioners continued budgeting at 2:00 P.M. on <br />present as follows: Jeannette Stanton, Ray Larson, Alon Wieland, <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />SEPTEMBER 30, 1986 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Alon Wieland and Ray Larson. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded to approve the request for out of state travel for Glenn <br />Ellingsburg, Disaster Emergency Services, for last week. Motion carried. <br />Upon the recommendation of the County Road Department, Mr. Eckert moved and Mr. Sondrall seconded to <br />grant a utility permit to Northern States Power Company along County Road 20 from the Red River to 10th <br />Street. On roll call vote, the motion carried unanimously. <br />Correspondence from the North Dakota State Highway Department will be referred to County Engineer <br />Don Richards informing the County that a bridge project has been tentatively scheduled for a March 20, <br />1987, bid opening. <br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign the following <br />RESOLUTION FOR LEVY IN SUPPORT OF JOB DEVELOPMENT AUTHORITY as prepared by States Attorney Robert Hoy: <br />On roll call vote, the motion carried unanimously. <br />WHEREAS, the Cass County Commission deems it necessary and appropriate to encourage job development <br />within Cass County, North Dakota; and <br />WHEREAS, the Fargo -Cass County Industrial Development Corporation is a non profit, community based <br />organization dedicated to improving the tax base and job development of Fargo and Cass County through <br />Industrial Development; and <br />WHEREAS, Section 11- 11.1 -06 of the North Dakota Century Code authorizes the County Commission to <br />levy a tax for support of an existing authority promoting job development within the County; and <br />WHEREAS, the amount of such tax may not exceed the limitations contained in subsection 29 of Section <br />57 -15 -06.7 of the North Dakota Century Code; <br />the Bid /Purchase <br />approval of the <br />is not included <br />to improve the <br />
