the County is agreeing with the plan as it affects the County system. <br />Mr. Eckert withdrew the motion and Mrs. Stanton withdrew her second. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Cass County <br />Commission adopt the Metropolitan Council of Governments Metropolitan <br />Highway Plan Update endorsing Alternate #3 for Southwest Fargo; <br />endorsing the concept of a bridge in north Fargo with the understanding <br />that further study be conducted to determine the location; and <br />endorsing the concept of a belt line around Fargo. On roll call vote, <br />the motion carried unanimously. <br />A proposal by Commissioner Larson on court reporting for Cass <br />County Court was delayed at this time until he receives input from <br />the Judges. <br />The Commissioners received a letter from Glenn Ellingsberg <br />representing Cass County employees who attended a meeting held on <br />February 24, 1986. The group requested that the County Commission <br />refer the matter of an employee's activities toward supporting an <br />individual running for an elected office to the County Personnel Policy <br />Committee, if it needs to be addressed in the County' s upcoming policy <br />manual. The employees' group also suggested that the Commission <br />refrain from making comments hastily which harm employee morale and <br />may not be the majority opinion of the Board of Commissioners. Also <br />addressed in the letter were comments on employee appointments to <br />the Salary Review Committee, and the formation of an employees <br />association to meet on a routine basis to discuss problems which they <br />feel need to be addressed with the Board of Commissioners. <br />Mrs. Stanton read a policy of the City of Fargo on restricting <br />government employees in their political activities, and Mr. Wieland <br />suggested referring the matter to the County Personnel Policy <br />Committee. Mrs. Stanton stated that the revised copy which she and <br />Scott Krueger are preparing will have the areas underlined where they <br />have clarified the language and corrected spelling. Mr. Wieland will <br />schedule a meeting of the Personnel Policy Committee as soon as <br />possible. <br />Mr. Larson suggested that the Commission consider placing a <br />question on the November 1986, general election ballot to adopt a <br />Home Rule Charter. If approved, he would suggest that the County <br />removed the 10 -mill road levy from the property owners, and place <br />a user tax on gasoline to support County roads and bridges. The <br />Commission requested the States Attorney to examine the Home Rule <br />concept and report back on the procedure to be followed. <br />The County Auditor reported on correspondence from the North <br />Dakota Association of Counties regarding the loss of funds in the <br />highway distribution program. It is estimated that Cass County will <br />lose $291,461.00 over a two -year period. <br />
