July 5,2005
Page 2

Please complete a permit application for the approach that you
recently constructed. The application will be approved contingent upon your
agreement to modify your development plans to eliminate the 6th Avenue
access from the plat. The permit will require you to construct the new
approach at 4th Avenue to current county standards.

We would also ask that you plan your development with the allowance
for future widening of the highway in accordance with the corridor study plan.
The current two lane highway and ditch uses the entire 60 foot right of way
on the east side of the highway. A corridor should be preserved to allow for
left/right turn lanes, a second through lane, shoulders, and a pedestrian path
with appropriate setbacks. The study recommended that 100 feet be
preserved on each side of the centerline for these purposes.

Sincerely,

Darrell Vanyo
Cass County Commission Chair

cc Horace City Council
Roger Hagen, Houston Engineering

K:\Vanyo\CASS17 ENNO 7-05.doc
