A copy of said resolution is on file in the <br />Office of the County Auditor. <br />A public hearing was held at 9:30 A.M. on the Community <br />Development Block Grant application for rural housing rehabilitation. <br />The Chairman asked for any comments, and there were none. Mrs. <br />Stanton moved and Mr. Larson seconded to approve the Community <br />Development Needs Assessment and the concept of homeowner <br />contribution, as presented by Claudia Frederick from the Lake Agassiz <br />Regional Council. On roll call vote, the motion carried unanimously. <br />Mr. John Welton and Glenn Ellingsberg, County Safety Director, <br />appeared before the Board regarding a safety program. They expressed <br />three areas of concern, these being the need for a safety manual, <br />the disposal of unused equipment in storage areas, and a recommendation <br />that an area be set aside for the custodians. <br />Mrs. Stanton moved and Mr. Sondrall seconded that Glenn <br />Ellingsberg be authorized to publish a Cass County Safety Manual at <br />an estimated cost of $250.00, to be paid from the County Contingency <br />Fund. On roll call vote, the motion carried unanimously. Mrs. <br />Stanton suggested printing a publication date on the manual. <br />Mrs. Stanton moved and Mr. Larson seconded that Glenn Ellingsberg <br />be authorized to institute a program to eliminate obsolete and unused <br />items in the County buildings. On roll call vote, the motion carried <br />unanimously. <br />Concerning space for the custodians, John Welton suggested that <br />the County add a workshop and storage area on the north or west side <br />of the present garage located north of the County Jail. Courthouse <br />remodeling plans show a space for the custodians in the basement of <br />the north addition, which is presently the lunch counter area. Alton <br />Johnson, head custodian, felt he would prefer the garage concept due <br />to the nature of their work. Mr. Welton felt the cost would be quite <br />minimal, and the Commission stated that the space in the basement <br />of the north addition could certainly be used for another purpose. <br />Mr. Wieland questioned the need to hire an architect for an addition <br />to the garage, and the States Attorney stated that it would not be <br />necessary if the cost is under $25,000.00. Mrs. Stanton moved and <br />Mr. Larson seconded that Scott Krueger, Administrative Assistant, <br />obtain estimates on expanding the maintenance facilities, and to <br />report back to the Commission within 30 days. On roll call vote, <br />the motion carried unanimously. <br />One bid was received from the Knight Printing Company for primary, <br />general and special election supplies. Mrs. Stanton moved and Mr. <br />Larson seconded that the bid be referred to the County Auditor for <br />evaluation and recommendation. On roll call vote, the motion carried <br />unanimously. <br />
