Service employe to be replaced PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS DECEMBER 10, 1985 Chairman Ray Larson called the meeting to order and upon roll call, all members were present. Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as written. Motion carried. Mr. Gilbert Ziegler appeared before the Board to request permission from the County to allow four tenants from his apartment house at llth Street and Second Avenue South to park their vehicles in the Juvenile Justice Center parking lot on evenings and weekends. Mr. Wieland stated that overnight parking would be a problem in the winter months because of snow removal. The Chairman suggested that Mr. Ziegler discuss the matter with the Sheriff's Department and after doing that, Mr. Ziegler reported back to the Commission that the Sheriff's Department would have no problem with allowing overnight and weekend parking. The tenants will have to use their own judgement on snow removal. Mr. Sondrall reported that four trustees from the County Jail assisted with shoveling snow off the roof of the Juvenile Justice Center building because the roof was leaking. Mr. Sondrall asked how these trustees could be thanked, and the Chairman suggested that the Sheriff relay the Board's thanks to each of them. Mrs. Stanton moved and Mr. Sondrall seconded that County Engineer Don Richards be authorized to attend the National Association of County Engineer's annual meeting in California on February 26 -28, 1986. On roll call vote, the motion carried unanimously. Informal bids were received for the sale of the 5 h.p. Toro Snowblower which the County no longer needs. Mr. Wieland moved and Mr. Eckert seconded to accept the highest bid of $500.00 from Lynann Rustad of Fargo. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Wieland seconded to authorize the Chairman to sign Change Order G -1 in the amount of $19,000.00 to T.F. Powers Construction for the Courthouse rotunda restoration. Mr. Wieland requested more discussion on the type of railing to be installed before a decision is made. On roll call vote, the motion carried unanimously. Mr. Eckert moved and Mr. Sondrall seconded to approve partial payment to West Fargo Plumbing and Heating in the amount of $2,375.00 to be paid from the Extra Ordinary Outlay fund for the Courthouse south wing and remodeling. On roll call vote, the motion carried unanimously. Scott Krueger, Administrative Assistant, gave a financial update on the County funds. An error was made some time ago on refunding a bail bond for someone arrested for DUI. Mr. Wieland explained the police and County Jail procedures following an arrest and the posting of bonds. The case was appealed and the defendant received the bail refund instead of the person who posted bail. In order to correct the situation, Mr. Wieland moved and Mrs. Stanton seconded that Alan Lee Oster be reimbursed from the County Contingency Fund for his bail bond in the amount of $350.00; and that the Cass County States Attorney file an action against Jeff Coster in the same. amount. On roll call vote, the motion carried unanimously. The Commission received copies of the study conducted by Court Management Consultants of Minneapolis on the proposed remodeling and construction plans for the County Court, District Court and Clerk of District Court. A bill was submitted for the study along with a request for the Commission to consider increasing the base fee in the amount of $4,500.00, which was negotiated at the time they made the proposal to do the study. Mr. Eckert moved and Mr. Sondrall seconded to pay the bill of Court Management Consultants in the amount of $4,500.00. On roll call vote, the motion carried unanimously. Mr. Wieland reported that the Public Defenders for County Court have requested the Commission to increase the contract amount for 1986 from $15,000 to $18,000. Mrs. Stanton stated that the Commission has already advertised for proposals for 1986 at $15,000.00. Mr. Eckert stated that the North Dakota Extension Service will be replacing one person in the 4 -H office, and the salary will affect the County payroll. On motion by Mr. Sondrall and seconded by Mr. Eckert, the meeting was adjourned.
