Service employe <br />to be replaced <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />DECEMBER 10, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br />Mr. Gilbert Ziegler appeared before the Board to request permission from the County to allow four <br />tenants from his apartment house at llth Street and Second Avenue South to park their vehicles in the <br />Juvenile Justice Center parking lot on evenings and weekends. Mr. Wieland stated that overnight parking <br />would be a problem in the winter months because of snow removal. The Chairman suggested that Mr. Ziegler <br />discuss the matter with the Sheriff's Department and after doing that, Mr. Ziegler reported back to the <br />Commission that the Sheriff's Department would have no problem with allowing overnight and weekend <br />parking. The tenants will have to use their own judgement on snow removal. <br />Mr. Sondrall reported that four trustees from the County Jail assisted with shoveling snow off the <br />roof of the Juvenile Justice Center building because the roof was leaking. Mr. Sondrall asked how these <br />trustees could be thanked, and the Chairman suggested that the Sheriff relay the Board's thanks to each <br />of them. <br />Mrs. Stanton moved and Mr. Sondrall seconded that County Engineer Don Richards be authorized to <br />attend the National Association of County Engineer's annual meeting in California on February 26 -28, <br />1986. On roll call vote, the motion carried unanimously. <br />Informal bids were received for the sale of the 5 h.p. Toro Snowblower which the County no longer <br />needs. Mr. Wieland moved and Mr. Eckert seconded to accept the highest bid of $500.00 from Lynann Rustad <br />of Fargo. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Wieland seconded to authorize the Chairman to sign Change Order G -1 in <br />the amount of $19,000.00 to T.F. Powers Construction for the Courthouse rotunda restoration. Mr. Wieland <br />requested more discussion on the type of railing to be installed before a decision is made. On roll call <br />vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve partial payment to West Fargo Plumbing and <br />Heating in the amount of $2,375.00 to be paid from the Extra Ordinary Outlay fund for the Courthouse <br />south wing and remodeling. On roll call vote, the motion carried unanimously. <br />Scott Krueger, Administrative Assistant, gave a financial update on the County funds. <br />An error was made some time ago on refunding a bail bond for someone arrested for DUI. Mr. Wieland <br />explained the police and County Jail procedures following an arrest and the posting of bonds. The case <br />was appealed and the defendant received the bail refund instead of the person who posted bail. In order <br />to correct the situation, Mr. Wieland moved and Mrs. Stanton seconded that Alan Lee Oster be reimbursed <br />from the County Contingency Fund for his bail bond in the amount of $350.00; and that the Cass County <br />States Attorney file an action against Jeff Coster in the same. amount. On roll call vote, the motion <br />carried unanimously. <br />The Commission received copies of the study conducted by Court Management Consultants of <br />Minneapolis on the proposed remodeling and construction plans for the County Court, District Court and <br />Clerk of District Court. A bill was submitted for the study along with a request for the Commission to <br />consider increasing the base fee in the amount of $4,500.00, which was negotiated at the time they made <br />the proposal to do the study. Mr. Eckert moved and Mr. Sondrall seconded to pay the bill of Court <br />Management Consultants in the amount of $4,500.00. On roll call vote, the motion carried unanimously. <br />Mr. Wieland reported that the Public Defenders for County Court have requested the Commission to <br />increase the contract amount for 1986 from $15,000 to $18,000. Mrs. Stanton stated that the Commission <br />has already advertised for proposals for 1986 at $15,000.00. <br />Mr. Eckert stated that the North Dakota Extension Service will be replacing one person in the 4 -H <br />office, and the salary will affect the County payroll. <br />On motion by Mr. Sondrall and seconded by Mr. Eckert, the meeting was adjourned. <br />
