Crt <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign a letter to the <br />Job Insurance Division of North Dakota Job Service stating that Cass County has decided to exercise its <br />option of selecting the reimbursement method of financing its unemployment insurance costs effective <br />January 1, 1986; that the Chairman be authorized to sign a letter to the Job Insurance Division of <br />North Dakota Job Service to direct claims and correspondence, etc. to Unemployment Insurance <br />Advisers, Inc.; and that the Chairman be authorized to sign the agreement with Unemployment Insurance <br />Advisers, Inc. for services as Cass County's authorized representative in all matters relating to <br />unemployment insurance for an annual fee of $2.50 per employee. On roll call vote, the motion carried <br />unanimously. <br />The Commission requested the Administrative Assistant to send a memo to all County department heads <br />inviting them to meet with the Commissioners on Tuesday, November 19th, at 7:00 P.M. in the Courthouse to <br />review "The Cass County Report <br />Committee reports were given. Mr. Wieland reported on sessions held at the State County <br />Commissioners Convention in Minot last week, and Mr. Sondrall reported on the annual meeting of the <br />North Dakota State Fair Association. <br />Mr. Wieland moved and Mrs. Stanton seconded that the Administrative Assistant send a memo to all <br />department heads and elected officals informing them that because of the Garcia decision on overtime <br />compensation, accurate records must be kept in writing effective November 1, 1985, or prior; and that a <br />sample form accompany the memo that can be utilized for daily and weekly records plus vacation and sick <br />leave for a uniform County system. On roll call vote, the motion carried unanimously. <br />On motion by Mr. Eckert and seconded by Mr. Sondrall, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 19, 1985 <br />The meeting was called to order by Vice Chairman, Alon Wieland. Four members were present, <br />Chairman Ray Larson being absent. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br />Upon the recommendation of the Sheriff's Department, Mrs. Stanton moved and Mr. Eckert seconded to <br />accept the bids of Gateway Chevrolet in the amount of $11,945.33 each for two patrol cars and in the <br />amount of $11,537.00 for a van. On roll call vote, the motion carried unanimously. <br />Mr. Richard Kluzak, representing the Sisters of the Presentation of the Blessed Virgin Mary, <br />appeared before the Board to request a public hearing on the issuance of Revenue Bonds in the amount of <br />$10,000,000.00 under the Municipal Industrial Development Act for the purpose of developing the former <br />Sacred Heart Convent into an elderly retirement community, to include expansion of other living units on <br />the site depending upon the marketing and the need for such facilities. Mr. Kluzak stated that there was <br />an offer to secure MIDA Bonds in the amount of $5,500,000.00 in January, 1985 but that sale was not <br />completed. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Cass County Commission set the date of <br />December 20, 1985 at 9:00 A.M. for a public hearing on the above project. On roll call vote, the motion <br />carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to authorize the Chairman or the Vice Chairman to sign <br />the RESOLUTION PROVIDING FOR A PUBLIC HEARING ON A PROJECT AND REVENUE BONDS PURSUANT TO THE MUNICIPAL <br />INDUSTRIAL DEVELOPMENT ACT AND THE INTERNAL REVENUE CODE, subject to approval of the States Attorney <br />Robert Hoy. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Cass County Commission hold their regular <br />meeting on Friday, December 20, 1985 at 8:45 A.M. instead of the regular meeting date of December 24th. <br />On roll call vote, the motion carried unanimously. <br />Mr. Tom Cameron and Mr. Bill Kipley appeared before the Board along with County employee Jim <br />Thoreson regarding an Employee Assistance Program offering professional assistance for employees having <br />illnesses, financial problems, marital or family distress, alcohol and drug problems, legal problems or <br />other concerns. Cost of the program for one year is $24.00 per employee plus a $500.00 implementation <br />fee for a total cost of about $5,500.00 per year. Mrs. Stanton moved and Mr. Eckert seconded to adopt <br />the Employee Assistance Program for County employees effective January 1, 1986 at a cost of $5,500.00, to <br />be paid from the Group Health Insurance special account. On roll .call vote, the motion carried <br />unanimously. <br />Discussion was held on courtroom recording equipment. The Commission received letters from <br />Attorney Robert A. Feder, representing the Cass County Bar Association, and from Attorney William <br />Kirschner expressing their opinions that it would be a mistake in Cass County to replace Court Reporters <br />with recording equipment. Mr. Wieland requested that Scott Krueger, Administrative Assistant, contact <br />the County Court Judges to allow a one -hour demonstration of two types of court reporting equipment <br />during a trial. <br />
