Mr. Wieland moved and Mrs. Stanton seconded that the County send a letter to Mr. Clarence Grieger <br />and to Mr. Kenneth Warner, with copies to the Maple River Water Resource District, informing them that <br />the Commission has reviewed and discussed the situations that were presented on the drainage problems and <br />there is no reason to feel that the water resource district is doing anything other than what is in the <br />best interest of the County; and that they be informed of the right to appeal any decision of the <br />Maple River Water Resource District to the State Water Commission. On roll call vote, the motion carried <br />unanimously. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Wieland moved and Mr. Eckert seconded to approve the By -Laws and the Rules and Regulations of <br />the Cass County Cemeteries Authority, as revised. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign a letter to <br />Mrs. Maxine Davies regarding her inquiry on Cass County Jail procedures. Motion carried. <br />On motion by Mr. Eckert and seconded by Mr. Sondrall, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />NOVEMBER 12, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign the Plat of <br />Sondreal's Subdivision located in the SE* of Section 14, Reed Township; and to receive and file a letter <br />from Lyle Sondreal dated November 8, 1985, stating that the plans for the subdivision are to erect a <br />metal cold storage building, that the property will not become an eye sore, and that there will be no <br />accumulation of junk on the property. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Application for Abatement <br />Taxes submitted by Darrel Raftevold be approved as recommended by the County <br />Equalization. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Application for Abatement <br />Taxes submitted by Carol Harrington be approved as recommended by the County <br />Equalization. On roll call vote, the motion carried unanimously. <br />Steve Dewald from Lightowler Johnson Associates, presented two change orders and one request for <br />payment on the Riverdale and Chrisan Subdivisions paving projects. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve Change Order #2 extending the completion date <br />to June 15, 1986, for seal coating in the Riverdale Subdivision. On roll call vote, the motion carried <br />unanimously. <br />and Settlement of <br />Director of Tax <br />and Settlement of <br />Director of Tax <br />Mrs. Stanton moved and Mr. Eckert seconded to approve Change Order #4 extending the completion date <br />to June 15, 1986, for seal coating in the Chrisan Subdivision. On roll call vote, the motion carried <br />unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve partial payment #3 in the amount of $2,306.15 <br />for drainage work done in the Chrisan area for the paving project. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to authorize Iry Rustad from the Lake Agassiz Regional <br />Council and Administrative Assistant Scott Krueger to develop some guidelines for the housing <br />rehabilitation project under the Community Development Block Grant program; and that the County agrees to <br />be a proposed sponsor of this program. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve payment of the bill from the County Road <br />Department in the amount of $1,834.27 for re-surfacing and striping the Juvenile Justice Center parking <br />lot; this to be paid from the Buildings and Grounds budget. On roll call vote, the motion carried <br />unanimously. <br />Mr. Wieland moved and Mrs. Stanton seconded to adopt a policy on closure of County offices in cases <br />of hazardous weather whereby the Sheriff or his designee may close County offices for 2 -4 hours but where <br />it appears that closure for the full day may seem prudent, the Sheriff or his designee will contact at <br />least two Commissioners, one of whom shall be the Chairman or Vice Chairman if available, and upon their <br />concurrence, the Sheriff or his designee may close County offices; and that notice to the public and <br />employees when the Sheriff has delayed opening or has closed County offices, shall be made to local news <br />media prior to 7:00 A.M.
