Mr. Wieland moved and Mrs. Stanton seconded that the County send a letter to Mr. Clarence Grieger and to Mr. Kenneth Warner, with copies to the Maple River Water Resource District, informing them that the Commission has reviewed and discussed the situations that were presented on the drainage problems and there is no reason to feel that the water resource district is doing anything other than what is in the best interest of the County; and that they be informed of the right to appeal any decision of the Maple River Water Resource District to the State Water Commission. On roll call vote, the motion carried unanimously. PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA Mr. Wieland moved and Mr. Eckert seconded to approve the By -Laws and the Rules and Regulations of the Cass County Cemeteries Authority, as revised. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign a letter to Mrs. Maxine Davies regarding her inquiry on Cass County Jail procedures. Motion carried. On motion by Mr. Eckert and seconded by Mr. Sondrall, the meeting was adjourned. REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS NOVEMBER 12, 1985 Chairman Ray Larson called the meeting to order and upon roll call, all members were present. Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as written. Motion carried. Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign the Plat of Sondreal's Subdivision located in the SE* of Section 14, Reed Township; and to receive and file a letter from Lyle Sondreal dated November 8, 1985, stating that the plans for the subdivision are to erect a metal cold storage building, that the property will not become an eye sore, and that there will be no accumulation of junk on the property. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Sondrall seconded that the Application for Abatement Taxes submitted by Darrel Raftevold be approved as recommended by the County Equalization. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Sondrall seconded that the Application for Abatement Taxes submitted by Carol Harrington be approved as recommended by the County Equalization. On roll call vote, the motion carried unanimously. Steve Dewald from Lightowler Johnson Associates, presented two change orders and one request for payment on the Riverdale and Chrisan Subdivisions paving projects. Mr. Eckert moved and Mr. Sondrall seconded to approve Change Order #2 extending the completion date to June 15, 1986, for seal coating in the Riverdale Subdivision. On roll call vote, the motion carried unanimously. and Settlement of Director of Tax and Settlement of Director of Tax Mrs. Stanton moved and Mr. Eckert seconded to approve Change Order #4 extending the completion date to June 15, 1986, for seal coating in the Chrisan Subdivision. On roll call vote, the motion carried unanimously. Mr. Eckert moved and Mr. Sondrall seconded to approve partial payment #3 in the amount of $2,306.15 for drainage work done in the Chrisan area for the paving project. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Eckert seconded to authorize Iry Rustad from the Lake Agassiz Regional Council and Administrative Assistant Scott Krueger to develop some guidelines for the housing rehabilitation project under the Community Development Block Grant program; and that the County agrees to be a proposed sponsor of this program. On roll call vote, the motion carried unanimously. Mr. Eckert moved and Mr. Sondrall seconded to approve payment of the bill from the County Road Department in the amount of $1,834.27 for re-surfacing and striping the Juvenile Justice Center parking lot; this to be paid from the Buildings and Grounds budget. On roll call vote, the motion carried unanimously. Mr. Wieland moved and Mrs. Stanton seconded to adopt a policy on closure of County offices in cases of hazardous weather whereby the Sheriff or his designee may close County offices for 2 -4 hours but where it appears that closure for the full day may seem prudent, the Sheriff or his designee will contact at least two Commissioners, one of whom shall be the Chairman or Vice Chairman if available, and upon their concurrence, the Sheriff or his designee may close County offices; and that notice to the public and employees when the Sheriff has delayed opening or has closed County offices, shall be made to local news media prior to 7:00 A.M. On roll call vote, the motion carried unanimously. Informal bids were received from the following for one van and two patrol cars for the Sheriff's Department: Hustad Sons A W Motors W. W. Wallwork Davis Chevrolet Corwin Chrysler Plymouth Mrs. Stanton moved and Mr. Wieland seconded to refer the above bids to the Sheriff's Department for tabulation and recommendation.
