Commission Minutes-September 23, 2002 2514 <br /> <br />Mr. Berg said the FCCEDC approved the $45,000 figure with a one-year commitment, <br />subject to the review of established accountability guidelines and stipulating that the <br />program would become self-sustaining in 2004. He said he understands the concerns of <br />Commissioner Wagner. <br /> MOTION, passed <br /> Mr. Wagner moved and Mrs. Schneider seconded to reduce the budget <br /> amount for the skills development program from $45,000 to $25,000, <br /> subject to the conditions outlined by the Fargo Cass County Economic <br /> Development Corporation, as follows: 1) that the program be monitored <br /> more closely for results; 2) that it will be a stand-alone operation at the <br /> end of next year; and 3) that the program will bring in more primary <br /> sector manufacturers to provide jobs for graduates of the program. <br /> Discussion: Mrs. Sorum asked who would review the program, and Mr. <br /> Berg said the two county representatives who serve on the FCCEDC <br /> Board could monitor the conditions. He said the guidelines would be <br /> reviewed before the money is released. Mr. Wagner suggested that he or <br /> Mr. Meyer serve on some type of review committee to be sure the county <br /> is getting the results they are seeking. Mr. Wieland said he would prefer <br /> to receive a more specific budget for this program, and Mrs. Schneider <br /> was in agreement that more information Is needed to make better- <br /> informed decisions on newer programs such as this one. On roll call <br /> vote, the motion carried with three members voting "Aye"; Mr. Meyer and <br /> Mrs. Sorum opposing. <br /> <br /> 3. SHERIFF'S DEPARTMENT, Contract oolicin¢l <br /> Mrs. Sorum said the City of Horace decided to participate in contract policing with the <br /> Sheriff's Department, and they will pay one-half of the cost of a deputy sheriff, which <br /> amounts to $22,400. Jim Thoreson, Chief Deputy, was present and said initially this <br /> position in the budget was going to be a half4ime split between the City of Horace and <br /> traffic patml in the county. He now understands the City of Kindred is interested in a <br /> contract police position for 1/3 or 1/2 time. Mr. Wieland said this position was left in the <br /> Shedff's Department budget until a decision was made by the City of Horace. <br /> MOTION, passed <br /> Mrs. Sorum moved and Mrs. Schneider seconded to approve the SherifCs <br /> Department budget for 2003 with the above position included. On roll call <br /> vote, the motion carried unanimously. <br /> <br /> Mr. Wagner suggested that department heads come back to the board for final authorization <br /> before hiring any of the new employees approved in the 2003 budget. Bonnie Johnson, <br /> County Coordinator, said this is done through the personnel office when staff requisition <br /> forms are submitted and forwarded to the pottfolio commissioner and the chairman of the <br /> board for signatures. <br /> <br />4. BUDGET FOR 2003, Final budqet adopted <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Wagner seconded to adopt the 2003 <br /> county budget at 65.05 mills. On roll call vote, the motion carried <br /> unanimously. <br /> <br /> <br />
