<br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS
<br />NOVEMBER 5, 1985
<br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present.
<br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />Discussion was held with Scott Krueger, Administrative Assistant, and with Architect Richard:
<br />Moorhead on the bids received October 1, 1985, for the Courthouse rotunda restoration. Upon their
<br />recommendation, Mrs. Stanton moved and Mr. Eckert seconded to accept the bid for Alternate G -1 from
<br />T.F. Powers Construction Company in the amount of $19,000.00 and Alternate E -1 from Dakota Electric
<br />Construction, Inc. in the amount of $605.00 for the structural restoration of the rotunda; and authorize
<br />Scott Krueger and the Architect to negotiate a change -order at an estimated cost of $8,400.00 for beam
<br />reinforcing and railing. On roll call vote, the motion carried unanimously.
<br />Scott Krueger presented a time schedule for the Courthouse remodeling project, and the Commission
<br />was in agreement that the contractors should proceed with the remodeling as quickly as possible and
<br />update the Commission periodically. Much of the remodeling and restoration will be completed by July 31,
<br />1986, which marks the 80th anniversary of the Courthouse being open for business.
<br />Mr. Dave Darmody from Tom's Office Machines of Wahpeton submitted a proposal for GYYR Courtroom
<br />Recording Equipment in the amount of $5,816.00. Mrs. Stanton moved that Cass County purchase the GYYR
<br />Courtroom Recording Equipment as per the proposal received today from Tom's Office Machines. Mr. Wieland
<br />seconded the motion for discussion, but he requested time to talk to the County Court Judges to review
<br />their opposition. Mrs. Stanton withdrew her motion, and Mr. Wieland withdrew the second. The matter
<br />will be placed on the agenda in two weeks. Robert Hoy, States Attorney, felt that there are more
<br />drawbacks to courtroom recording equipment than there is with a court reporter. He felt that the
<br />recording equipment may work fine for smaller counties, but Cass County has a very active County Court.
<br />Mr. Gordon Sletmoe submitted a letter of resignation as Cass County's Disaster Emergency Services
<br />Director effective December 31, 1985. He stated that he would be willing to come back anytime the
<br />Commission would need his assistance in case of an emergency. Mr. Wieland moved and Mrs. Stanton
<br />seconded to accept the letter of resignation with regrets, and to send a letter to Mr. Sletmoe thanking
<br />him for his years of service to Cass County. On roll call vote, the motion carried unanimously.
<br />Mr. Sondrall moved and Mrs. Stanton seconded that Vouchers No. 58,103 through No. 58,901 be
<br />approved and ordered paid. On roll call vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the Certificate of Appreciation for
<br />involvement in The International Coalition for Land /Water Stewardship in the Red River Basin. Motion
<br />carried.
<br />Correspondence from the State Highway Department on bridge re- inspections was referred to the
<br />County Engineer.
<br />Upon the request of Sheriff Don Rudnick, Mrs. Stanton moved and Mr. Eckert seconded that Lt. Walt
<br />Willis be authorized to attend the National Institute Corrections seminar in Marana, Arizona, on
<br />November 17 -22, 1985. On roll call vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Wieland seconded that Sheriff Don Rudnick be authorized to attend a
<br />policy training session sponsored by the Office of Juvenile Justice and Delinquency Prevention in
<br />Kansas City, Missouri, on December 9 -12, 1985; and that Lt. Arland Rasmussen be authorized to attend the
<br />quarterly meeting of the Midstates Organized Crime Information Center in Springfield, Missouri, on
<br />December 9-11, 1985. On roll call vote, the motion carried unanimously.
<br />Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign the contract
<br />with Dan Martinsen, Inc. for group health insurance consulting services for a period beginning October 1,
<br />1985 and ending October 1, 1986, at a cost of $3,000.00. On roll call vote, the motion carried
<br />unanimously.
<br />Mr. Eckert moved and Mr. Sondrall seconded to receive and file the correspondence from the Office
<br />of the Attorney General thanking the County for their authorization to withhold funds from the gaming
<br />taxes for the computer cross-check system. Motion carried.
<br />Mr. Eckert moved and Mr. Sondrall seconded that the Auditor be authorized to pay the invoice from
<br />Robert Rust in the amount of $1,500.00 as property insurance adviser for the period of January 1, 1985 to
<br />January 1, 1986. On roll call vote, the motion carried unanimously.
<br />Mr. Wieland moved and Mr. Sondrall seconded that the Chairman and the Auditor be authorized to sign
<br />the Quit Claim Deed to John W. Boler and Ed Steffes regarding a drainage ditch in the Village West Second
<br />Addition, as prepared by the States Attorney. On roll call vote, the motion carried unanimously.
<br />Mr. Wieland reported that the States Attorney discovered that Cass County has not deeded a tract of
<br />land at Trollwood Park to the Fargo Park District, which the County believed had been done. The Chairman
<br />asked Commissioners Sondrall and Stanton, the States Attorney and the Administrative Assistant to
<br />research the matter further and report back to the Commission.
