The States Attorney has <br />reviewed the agreement, and he stated that Cass County does have the authority to enter into joint powers <br />agreements and can issue bonds to finance programs such as this. He recommended that the State Health <br />Department be requested to assist in such a program as they would need to approve such a facility if it <br />will be located in North Dakota. <br />Mr. Sondrall moved and Mr. Wieland seconded that Vouchers No. 57,097 through No. 58,102 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve the Application for a Raffle Permit for the <br />Hickson Community Center on November 9, 1985, at Hickson. On roll call vote, the motion carried <br />unanimously. <br />A letter was received from Attorney Mervin Nordeng regarding a problem of flooding on Mr. Kenneth <br />Warner's land in the SEI of Section 31, Rochester Township. A copy was referred to the County Engineer, <br />and Mr. Eckert felt the Maple River Water Resource District should be involved in discussions. <br />Mr. Wieland agreed to talk to the Maple River Board and ask if they would hold a special meeting with the <br />parties involved to address the situation. <br />A question was raised by the Fargo Community Health Department on whether the County has a $5.00 <br />lunch allowance for County personnel. Mr. Eckert moved and Mrs. Stanton seconded that the County not <br />allow any expenses for lunch for those people who are working on their regular County jobs. On roll call <br />vote, the motion carried unanimously. <br />A comment was received from the Suggestion Box on allowing County employees to have the option of <br />working their 40 hours per week in four 10 -hour days at the discretion of their department head. Copies <br />of the suggestion were referred to each Commissioner and the States Attorney. <br />Mr. Wieland suggested that an informal meeting be held next Tuesday, October 15th, at 7:00 P.M. to <br />discuss salaries of department heads and elected officials as recommended in the study completed by Joe <br />Novak. Scott Krueger was requested to send a memo to these people notifying them of the meeting and that <br />they may attend. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve the Application for a Raffle Permit for the <br />Chaffee Lion's Club on December 5, 1985. On roll call vote, the motion carried unanimously. <br />On motion by Mr. Sondrall and seconded by Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 15, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Robert Hoy, States Attorney, asked what direction the County is going on computerization. He <br />stated that his office is at the point where they could benefit in the area of computers, particularly <br />for check restitutions. He presented a proposal of $1,500.00 from Dakota Programs of Grand Forks to <br />write a program which Glenn Ellingsburg from the County Sheriff's Department designed. Such a program <br />would benefit the States Attorney, the Sheriff's Department and the Clerk of County Court. Mr. Wieland <br />felt the Commission should not make any decisions on computerization until a data processing manager is <br />hired, but Mr. Hoy stated that one of his departments is not up -to -date with their work and have been <br />working overtime. <br />Mr. Eckert moved and Mr. Sondrall seconded to allow the States Attorney to implement a computer <br />system with the Sheriff's Office, and to acquire whatever equipment would be necessary. However, <br />Mr. Wieland offered a substitute motion, seconded by Mrs. Stanton to table the motion made by Mr. Eckert, <br />seconded by Mr. Sondrall for a period of two weeks to allow the Commission time to review the request and <br />determine what progress is being made on hiring a computer manager. The substitute motion carried on <br />roll call vote with four members voting "Aye Mr. Eckert opposing. <br />Mrs. Stanton moved and Mr. Sondrall seconded that Cass County provide 1 or a sum of $550.00, as <br />the pro -rated share of operating the computer cross check system for gaming enforcement through the <br />North Dakota Attorney General's Office. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the check from the State of North Dakota in the <br />amount of $812.39 for Cass County's share of the gaming taxes be placed in a special account with the <br />Sheriff's Department to be used for enforcement of the State's gaming laws. On roll call vote, the <br />motion carried unanimously. <br />Scott Krueger., Administrative Assistant, received several responses from Department Heads regarding <br />employee overtime hours. The Commission asked the States Attorney for more information from the Fair <br />Labor Standards Act, and the matter will be placed on the agenda next week. <br />
