Upon the <br />to award the <br />Construction in <br />construction to <br />award the low <br />$355,575.00 for <br />for the Rotunda <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />recommendation of Architect Richard Moorhead, Mrs. Stanton moved and Mr. Wieland seconded <br />low bid for the general construction of the Courthouse south wing to T.F. Powers <br />the amount of $1,497,300.00 for Base Bid 1 and 2; to award the low bid for the mechanical <br />West Fargo Plumbing Heating in the amount of $456,380.00 for Base Bid 1 and 2; and to <br />bid for electrical construction to Dakota Electric Construction in the amount of <br />Base Bid 1 and 2. On roll call vote, the motion carried unanimously. A decision on bids <br />Restoration (Alternate G -1 and E -1) will be delayed 2 -3 weeks. <br />Mr. Sondrall moved and Mr. Eckert seconded that the Chairman be authorized to sign a Resolution to <br />increase Cass County's levy by 3% over 1984 for the 1985 taxes on the General Fund, Road Department and <br />Social Services Department. On roll call vote, the motion carried unanimously. <br />Discussion continued on balancing the 1986 County Budget. <br />seconded to reduce the extra ordinary outlay levy to one mill, to <br />from the General Fund to the Jail levy, to transfer $135,150.00 in <br />Highway Fund, and to transfer approximately $35,280.00 of Federal <br />levy, this resulting in the total County budget being at 50.55 mi <br />.22 mills. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Wieland seconded to adopt the 1986 Final Budget as established. On roll <br />call vote, the motion carried unanimously. <br />On motion by Mr. Eckert and seconded by Mrs. Stanton, the meeting was adjourned. <br />Mr. Wieland moved and Mr. Eckert <br />transfer the Detention Center budget <br />revenues from the General Fund to the <br />Revenue Sharing funds into the Jail <br />lls or an increase over last year of <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />OCTOBER 8, 1985 <br />The meeting was called to order and upon roll call, all members were present. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Maxine Davies of Fargo appeared before the Board regarding the procedures at the Cass County Jail <br />for the detainment of a woman employed by .Mrs. Davies. Sheriff Don Rudnick was also present and <br />explained some policies of the County which were applied in this case. The Chairman and <br />Mrs. Stanton will review the County Jail procedures with the Sheriff in the next two weeks and report <br />back to the Commission. The Chairman stated that the County will make a response to Mrs. Davies in <br />thirty days. <br />Jon Ness from the Metropolitan Council of Governments reported on the results of the Dutch Elm <br />Disease Survey. He stated that the survey indicates that people are very interested in the topic, and a <br />committee is attempting to learn how the people who are affected want the problem handled. <br />Scott Krueger, Administrative Assistant, sent a memo to Department Heads asking them to furnish a <br />list of employees who have accumulated overtime prior to April 1, 1985. Very few responses were <br />received, and the Commission suggested that a second memo be sent asking for a written reply from <br />everyone by next Monday. The matter will be placed on the agenda again next week. <br />Correspondence was received from Dr. Vern Bennett, Superintendent of the Fargo Public Schools, <br />asking the County to reconsider their decision to terminate the parking agreement for the west side of <br />the Juvenile Justice Center parking lot because one month will not allow them enough time to find <br />alternative parking. He suggested that the County see how the south wing construction project affects <br />the County's parking situation before terminating the agreement, and perhaps the two governmental <br />agencies can continue to share the parking lot. Mr. Wieland and the County Engineer have discussed the <br />parking lot, and they believe they can increase the number of spaces by 30. Mr. Wieland moved and <br />Mrs. Stanton seconded to send another letter to Dr. Vern Bennett stating that the County is willing to <br />continue the parking agreement while construction of the south wing progresses, but the County is <br />convinced that when the south wing is completed, the additional parking will be needed. Thus, the <br />agreement to allow School District parking on the Juvenile Justice Center lot will be terminated <br />effective November 1, 1986. On roll call vote, the motion carried unanimously. <br />Mr. Wieland moved and Mr. Eckert seconded that the County Engineer be authorized to present <br />proposals to local surveyors for informal bids to be received by October 11, 1985 and reviewed by the <br />Commission on October 15, 1985 for surveying Springvale Cemetery. On roll call vote, the motion carried <br />unanimously. <br />Robert Hoy, States Attorney, presented information on operating a cemetery in accordance with the <br />North Dakota Century Code and the North Dakota Administrative Code. He stated that the County Commission <br />may continue to serve as the cemetery authority or they can designate a Cemetery Authority to make <br />decisions and report to the Commission periodically. The Chairman asked Scott Krueger to assist the <br />Board in determining what direction the Commission should take.
