Center budget to the Jail levy plus taking $60,000.00 from Revenue <br />Sharing, thus increasing the Road Department budget by $129,300.00. <br />Discussion followed on the motion, and Administrative Assistant Scott <br />Krueger suggested delaying a decision on the budget until the building <br />architect reviews the bids received this morning for the south <br />addition. The Commission may be able to reduce the extra ordinary <br />outlay levy to 1 mill for 1986 due to apparently favorable bids. <br />At the call for the question, the motion failed with Mr. Wieland and <br />Mr. Eckert voting "Aye Mrs. Stanton, Mr. Larson and Mr. Sondrall <br />voting "No <br />Regarding the 1986 salary increases for department heads and <br />elected officials, the Commission plans to review each individual <br />recommendation from the study completed by Joe Novak of Employment <br />Advisors, Inc. prior to granting approval of these salaries. Mr. <br />Wieland asked that this be done by November 1, 1985. <br />Mr. Eckert moved and Mrs. Stanton seconded that full -time County <br />employees, other than department heads and elected officials, receive <br />a $30.00 per month increase plus a percentage increase between <br />1.25% -2.50% based upon the revised pay scale, effective January 1, <br />1986; and that the Commission review any salary which falls below <br />the minimum on the pay scale. On roll call vote, the motion carried <br />unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded that effective January <br />1, 1986, part -time County employees who work from 20 -39 hours per <br />week shall receive a pay increase of $15.00 per month plus 1.85 <br />and that part -time employees who work over 39 hours per week shall <br />receive a pay increase of $30.00 per month plus 1.85 On roll call <br />vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Wieland seconded that Commissioner Oscar <br />Sondrall be appointed to attend the North Dakota Centennial Commission <br />Planning Committee meeting in Bismarck on October 25 and 26, 1985. <br />Motion carried. <br />The Chairman requested Mr. Wieland to write a letter to <br />Representative Byron Dorgan encouraging him to resist any effort to <br />compromise on or eliminate the state and local tax deductibility, <br />based upon correspondence from the North Dakota Association of <br />Counties. <br />Mr. Eckert moved and Mr. Sondrall seconded to receive and file <br />a letter from the North Dakota Association of Counties regarding local <br />sales tax. Motion carried. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Cass County <br />Weed Control Board be allowed to construct a building, roughly 30' <br />x 40' in size, on County property where the Road Department is located <br />at a site to be agreed upon by the County Engineer and Don Eckert; <br />and that the Weed Control Board obtain bids for the project with final <br />approval by the Cass County Commission. On roll call vote, the motion <br />carried unanimously. <br />
