REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 1, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll <br />call, all members were present. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Mr. Terry Chambers, Alderman for the City of Frontier, requested <br />the County to participate in a road ditch drainage project near <br />Frontier. He stated that a meeting was held on September 19, 1985, <br />with representatives of the City of Frontier, the Southeast Cass Water <br />Resource District, Stanley Township, the Cass County Road Department <br />and the State Highway Department. However, the meeting still did <br />not establish responsibility for the road. Mr. Chambers was advised <br />to ask Cass County, the Southeast Cass Water Resource District and <br />Stanley Township fora sum not to exceed $2, 000. 00 each for an estimated <br />project cost of $6,000.00. He stated that it would be understood <br />that in contributing to this project, none of the parties would be <br />taking responsibility for the maintenance or future of this ditch <br />or section of road. County Engineer Don Richards stated that the <br />drainage seems to be a problem from the standpoint of health and <br />sanitation, not road maintenance. He stated that this portion of <br />road is noted as Business Loop Highway 81 on a map in his files. <br />Mr. Wieland stated that he would be willing to assist with the <br />project, but he felt it should be divided among the 5 entities <br />represented at the September 19th meeting. Mr. Wieland moved and <br />Mrs. Stanton seconded that Cass County allow $1,200.00 for the City <br />of Frontier to proceed with the drainage improvement project with <br />the understanding that if the project is less than $6,000.00, that <br />Cass County's bill be pro -rated at 1/5 of the actual cost. On roll <br />call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Eckert seconded that the Chairman <br />be authorized to sign utility permits with the City of Fargo for a <br />pipe crossing on County Road 31 at Drain #10; for Northwestern Bell <br />Telephone Company to bury cable under County Road 17 north of West <br />Fargo; and to Cass County Electric Cooperative for an overhead power <br />crossing in the SE 1/4 of Section 10, Walburg Township. On roll call <br />vote, the motion carried unanimously. <br />Mr. Edwin Holmen was present for a hearing on his Application <br />for Abatement and Settlement of Taxes for property in Stanley Township. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Abatement be <br />denied in accordance with the recommendation of the County Director <br />of Tax Equalization. On roll call vote, the motion carried <br />unanimously. <br />Upon the recommendation of the County Director of Tax <br />Equalization, Mrs. Stanton moved and Mr. Sondrall seconded that the <br />Application for Abatement and Settlement of Taxes submitted by Norton <br />
