Powers Construction Co. <br />Twin City Construction Co. <br />MECHANICAL CONTRACTORS <br />Robert Gibb Sons <br />Grant's Mechanical <br />Laney's, Inc. <br />Peterson Mechanical <br />Manning Mechanical <br />Wess Piping, Inc. <br />West Fargo Plumbing Heating <br />ELECTRICAL CONTRACTORS <br />Dakota Electric Construction <br />Fritz Electric <br />Globe Electric <br />Modern Electric <br />Moorhead Electric <br />Northern Electric Construction <br />Red River Electric <br />Rick Electric <br />Rickard Electric <br />Mr. Wieland moved and Mrs. Stanton seconded to receive the above bids and refer them to Architect <br />Richard Moorhead for tabulation and recommendation. On roll call vote, the motion carried unanimously. <br />Regarding the- 1986 County budget, Mr. Wieland moved and Mrs. Stanton seconded to transfer <br />approximately $69,300.00 of the Detention Center budget to the Jail levy plus taking $60,000.00 from <br />Revenue Sharing, thus increasing the Road Department budget by $129,300.00. Discussion followed on the <br />motion, and Administrative Assistant Scott Krueger suggested delaying a decision on the budget until the <br />building architect reviews the bids received this morning for the south addition. The Commission may be <br />able to reduce the extra ordinary outlay levy to 1 mill for 1986 due to apparently favorable bids. At <br />the call for the question, the motion failed with Mr. Wieland and Mr. Eckert voting "Aye Mrs. Stanton, <br />Mr. Larson and Mr. Sondrall voting "No <br />Regarding 1986 salary increases for department heads and elected officials, the Commission plans to <br />review each individual recommendation from the study completed by Joe Novak of Employment Advisors, Inc. <br />prior to granting approval of these salaries. Mr. Wieland asked that this be done by November 1, 1985. <br />Mr. Eckert moved and Mrs. Stanton seconded that full -time County employees, other than department <br />heads and elected officials, receive a $30.00 per month increase plus a percentage increase between <br />1.25% -2.50% based upon the revised pay scale, effective January 1, 1986; and that the Commission review <br />any salary which falls below the minimum on the pay scale. On roll call vote, the motion carried <br />unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded that effective January 1, 1986, part -time County <br />employees who work from 20 -39 hours per week shall receive a pay increase of $15.00 per month plus 1.85 <br />and that part -time employees who work over 39 hours per week shall receive a pay increase of $30.00 per <br />month plus 1.85 On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Wieland seconded that Commissioner Oscar Sondrall be appointed to attend <br />the North Dakota Centennial Commission Planning Committee meeting in Bismarck on October 25 and 26, 1985. <br />Motion carried. <br />The Chairman requested Mr. Wieland to write a letter to Representative Byron Dorgan encouraging him <br />to resist any effort to compromise on or eliminate the state and local tax deductibility, based upon <br />correspondence from the North Dakota Association of Counties. <br />Mr. Eckert moved and Mr. Sondrall seconded to receive and file a letter from the North Dakota <br />Association of Counties regarding local sales tax. Motion carried. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Cass County Weed Control Board be allowed to <br />construct a building, roughly 30' X 40' in size, on County property where the Road Department is located <br />at a site to be agreed upon by the County Engineer and Don Eckert; and that the Weed Control Board obtain <br />bids for the project with final approval by the Cass County Commission. On roll call vote, the motion <br />carried unanimously. <br />Mr. Wieland stated that there will be a parking problem around the Courthouse when construction <br />begins on the south addition. The south parking lot will be needed for construction vehicles, so the <br />people now using the south lot will have to park at the Juvenile Justice Center. Mr. Wieland has talked <br />to the County Engineer about increasing the number of parking spaces and doing some patching and drainage <br />work on the Juvenile Center lot. Mr. Wieland moved and Mr. Eckert seconded to notify the Fargo Public <br />School District that effective November 1, 1985, Cass County will be using the entire parking lot that is <br />located between 2nd and 3rd Avenues South and between 10th and 11th Streets South in Fargo due to <br />construction of a south wing of the Courthouse. On roll call vote, the motion carried unanimously. <br />
