representatives of all of the entities who might be of assistance <br />in determining whose responsibility it should be to clean the ditch. <br />Mr. Lowell Brenna reported that the cemetery relocation project <br />is basically completed, but he requested to meet on Friday with County <br />representatives to turn over the cemetery records and establish a <br />system for future burials and record keeping. <br />Mr. Wieland moved and Mr. Sondrall seconded that County Engineer <br />Don Richards and Commissioner Wieland be authorized to establish <br />guidelines and specifications for informal bidding for surveying the <br />three cemeteries and the outlying area of Springvale Cemetery. On <br />roll call vote, the motion carried unanimously. <br />The Commission received a letter from the North Dakota State <br />Department of Health regarding Notice of Application for Sanitary <br />Landfill Permit submitted by the City of Casselton for a facility <br />to be located in the W 1/2 of the SW 1/4 of Section 36, Casselton <br />Township. Mr. Wieland felt there should be a hearing before the County <br />states that they have no objections. However, a city councilman from <br />Casselton was present and stated that if the County does not respond <br />to the letter, the State may delay the project for one month waiting <br />for a response. Mrs. Stanton moved and Mr. Eckert seconded that the <br />Cass County Commission send a letter to the State Health Department <br />stating that the County has no objections at this time. The motion <br />carried on roll call vote with three members voting "Aye Mr. Wieland <br />opposing and Mr. Sondrall being absent at this time. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve the purchase <br />of a new postage machine and electronic scale at a cost of $6,977.00, <br />plus $42.00 quarterly for the unit which holds the postage. Motion <br />carried unanimously. <br />Mr. Wieland moved and Mr. Eckert seconded to approve the payment <br />of $524.16 to Ames Sand and Gravel and payment of $300.48 to <br />Northwestern Bell Telephone Company from the South Acres Water and <br />Sewer District No. 1 construction fund. Motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve the <br />Application for a Raffle Permit for the Future Homemakers of <br />America Kindred Chapter on the date of October 25, 1985, at the <br />Kindred High School. Motion carried unanimously. <br />On motion by Mr. Eckert and seconded by Mr. Wieland, the meeting <br />was adjourned. <br />
