On roll call vote, the motion carri d unanimously. <br />Mrs. Stanton moved and Mr. Wieland seconded that the Cass County Commissioners' salaries be <br />increased to $7,500.00 per year, and that it be retro- active to July 1, 1985. The motion carried on roll <br />call vote with four members voting "Aye Mr. Larson opposing. <br />On motion by Mr. Eckert and seconded by Mr. Sondrall, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />SEPTEMBER 10, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Sheriff Don Rudnick appeared regarding recommendations of the Salary Review Committee. Mr. Eckert <br />moved and Mr. Wieland seconded to accept the recommendation to change Florence Bauer's position from Pay <br />Grade 5 to Pay Grade 7. On roll call vote, the motion carried unanimously. Sheriff Rudnick will notify <br />Florence Bauer of this action. <br />Upon the recommendation of the Salary Review Committee, Mr. Wieland moved and Mr. Eckert seconded <br />to change the pay grade for the Investigator in the Sheriff's Department from Pay Grade 11 to Pay <br />Grade 12 and to change the pay grade for the Investigator in the States Attorney's Office from Pay <br />Grade 13 to Pay Grade 12. On roll call vote, the motion carried unanimously. <br />Mr. Wieland moved and Mr. Eckert seconded to authorize the Sheriff to hire a replacement for a <br />secretary who is no longer employed by the Sheriff in the same pay grade at a salary pf $1,244.00 per <br />month. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Wieland seconded to authorize the Sheriff to hire a replacement for the <br />Patrol Division at a salary of $1,675.00 per month. On roll call vote, the motion carried unanimously. <br />The Commission reviewed the Sheriff's 1986 budget request since he will not be available during <br />budget meetings next week. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve City Pothole and Street Repair Agreements <br />with the City of Tower City in the amount of $570.00, with the City of Prairie Rose in the amount of <br />$224.00, and with the City of Horace in the amount of $1,156.00. Motion carried unanimously. The County <br />Auditor reported that the cities of• Amenia, Ayr, Briarwood and Frontier did not apply for their 1985 <br />funds. <br />Mr. Terry Chambers of Frontier, North Dakota, appeared before the Board regarding a drainage <br />problem in the ditch adjacent to Frontier. Don Richards, County Engineer, stated that this is not a <br />County road because County Road 6 ends at Interstate 29, and he would hesitate to recommend that the <br />County participate in the clean -out. The Mayor of Frontier called the North Dakota State Highway <br />Department, and he was informed that this is not a State road. Mr. Wieland stated that he will discuss <br />this matter with the Southeast Cass Water Resource District and request them to hold a meeting with <br />representatives of all of the entities who might be of assistance in determining whose responsibility it <br />should be to clean the ditch. <br />Mr. Lowell Brenna reported that the cemetery relocation project is basically completed, but he <br />requested to meet on Friday with County representatives to turn over the cemetery records and establish a <br />system for future burials and record keeping. <br />Mr. Wieland moved and Mr. Sondrall seconded that County Engineer Don Richards and Commissioner <br />Wieland be authorized to establish guidelines and specifications for informal bidding for surveying the <br />three cemeteries and the outlying area of Springvale Cemetery. On roll call vote, the motion carried <br />unanimously. <br />The Commission received a letter from the North Dakota State Department of Health regarding Notice <br />of Application for Sanitary Landfill Permit submitted by the City of Casselton for a facility to be <br />located in the Wi of the SW* of Section 36, Casselton Township. Mr. Wieland felt there should be a. <br />hearing before the County states that they have no objections. However, a city councilman from Casselton <br />was present and stated that if the County does not respond to the letter, the State may delay the project <br />for one month waiting for a response. Mrs. Stanton moved and Mr. Eckert seconded that the Cass County <br />Commission send a letter to the State Health Department stating that the County has no objections at this <br />time. The motion carried on roll call vote with three members voting "Aye Mr. Wieland opposing, and <br />Mr. Sondrall being absent at this time. <br />
