Repair funds for <br />Hunter deferred <br />City of Fargo req. <br />utility permit to <br />cross C31 north of <br />Drain #10 <br />Min-Dak Health Sys. <br />Cert. of Need Appl. <br />for St. Lukes Hosp. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />AUGUST 27, 1985 <br />Chairman Ray Larson called the meeting to order with four members present, Oscar Sondrall being <br />absent. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Representatives from the Fargo -Cass County Industrial Development Corporation appeared before the <br />Board to request a one -mill levy upon the County for a period of five years, the funds to be invested in <br />industrial development programs and activities. Mr. Mark B. Foss, President, stated that the funds are <br />needed to continue to execute the programs and activities that are creating new jobs and increasing the <br />tax base not only in Fargo but the entire Cass County area. It was the consensus of the Cass County <br />Commission to consider continuing a contribution to the Fargo -Cass County Industrial Development <br />Corporation at budget time rather than approving a tax levy of one mill. <br />Several businessmen from Casselton were present and stated that if the County Commission had <br />approved a mill levy for the Fargo -Cass County Industrial Development Corporation, the City of Casselton <br />would request a share of it. Mr. Wieland asked if they were aware that they could seek assistance from <br />the Fargo -Cass County Inudstrial Development Corporation particularly in the area of the 503 loan program <br />as certified by the Small Business Administration, and they stated that they were not aware of it until <br />this past month. <br />Discussion was held with Robert Hoy, States Attorney, on the Commission's practice of having <br />departments request prior approval for out of state travel. Mr. Hoy and his assistants recently attended <br />a conference in Detroit Lakes, Minnesota. He stated that there is no requirement in the State law for <br />him to request approval for out of state travel, and he questioned that such a policy would concur with <br />an Attorney General's opinion. <br />Mr. Philip Matthews presented a proposal to continue the present working arrangement for the Cass <br />County Extension office space at $2,100.00 per month for the next 18 months. Mr. Wieland moved and <br />Mr. Eckert seconded that the States Attorney prepare a lease continuation for the Cass County Extension <br />office space from January 1, 1986 through June 30, 1987 at a sum of $2,100.00 per month; and that upon <br />written notice within six months prior to the lease expiring, the County be allowed to rent the space on <br />a month by month basis at $2,100.00 per month for up to an additional 90 days. On roll call vote, the <br />motion carried unanimously. <br />Mr. Lowell Brenna reported that the last of the persons buried in Trollwood Cemetery #3 has been <br />re- interred at the Springvale Cemetery. He stated that the project lasted 34 working days, and the <br />estimated cost will be $55,000 $60,000.00. The Chairman commended Mr. Brenna and thanked him for the job <br />he has done on this project. <br />Mr. Lloyd Anderson and Mr. Darrell Ohman from Eide, Helmeke& Company presented data processing and <br />budgeting proposals for the Commission's consideration. Mr. Anderson stated that three goals would be to <br />have the County consider hiring a data processing manager, develope a comprehensive long -range data <br />processing plan for all County departments, and implement a budgeting plan and assist people in <br />developing the plan. Mr. Wieland felt this is a very important area to the County as data processing was <br />mentioned in a number of the recommendations in THE CASS COUNTY REPORT and the Chairman felt this is <br />very necessary also. Mrs. Stanton questioned payment of travel expenses for interviewing candidates for <br />the position of data processing manager since it is not customary for the County to pay such expenses and <br />may not be legal. Mr. Eckert stated that he is in favor of data processing advancement, but he would not <br />be in favor of spending $5,000 $8,000 to have a firm locate a data processing manager. <br />Mr. Wieland moved and Mrs. Stanton seconded that the Cass County Commisiion hire the firm of Eide, <br />Helmeke and Company to write a job description and run an evaluation process for the purpose of hiring a <br />computer manager for Cass County at a cost not to exceed $8,000.00, with a prior approval of the spending <br />of money for travel expense reimbursement for out of town candidates interviewed in Fargo. The motion <br />carried on roll call vote with three members voting "Aye" and Mr. Eckert opposing. <br />Mr. Wieland moved and Mr. Eckert seconded to receive and file the letter from the City of Hunter <br />requesting permission to defer their 1985 allocated Road Repair and Construction Funds until 1986. <br />Motion carried. <br />Mr. Eckert moved and Mr. Wieland seconded to approve the request of the City of Fargo utilities <br />department to cross County Road #31 north of Drain #10 to extend its lagoon outfall line to the Red <br />River, subject to approval of Steve Grindberg. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the letter from the Min -Dak Health <br />Systems Agency, Inc. regarding a Certificate of Need Application submitted by St. Luke's Hospital to <br />operate an air life support transportation service.
