<br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present.
<br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved
<br />as written. Motion carried.
<br />Deputy Bruce. Jorgenson from the Sheriff'.s Department presented a proposal for obtaining a police
<br />dog to be utilized by the County Sheriff's Department. After discussion and upon his recommendation,
<br />Mrs. Stanton moved and Mr. Sondrall seconded that Bruce Jorgenson be authorized to attend the Minneapolis
<br />Police Department Canine School from September 3 through November 22, 1985, at a maximum cost of
<br />$2,500.00. Sheriff Don Rudnick was present and stated that he is in support of the program, and would
<br />have no budgetary problems with this. Chairman Larson asked for a commitment of employment from
<br />Mr. Jorgenson, and he agreed to a commitment of at least two years. At the call for the question and
<br />upon roll call vote, the motion carried unanimously.
<br />A proposal was made on May 2nd by Coustic -Glo of Fargo to clean the ceiling tile at the Cass County
<br />Annex. Mrs. Stanton moved and Mr. Wieland seconded to authorize the cleaning of the ceiling tiles at the
<br />i Annex at a cost of $2,290.00. On roll call vote, the motion carried unanimously.
<br />Upon the request of Bonnie Johnson, Child Support Enforcement Director, Mr. Wieland moved and
<br />Mrs. Stanton seconded to authorize her to hire a replacement secretary at a salary of approximately
<br />$1,000.00 per month, and authorize her to hire a second full-time secretary instead of a part -time
<br />position with the final salary to be reviewed by the Salary Review Committee and approved by the Cass
<br />County Commission at the next meeting. On roll call vote, the motion carried unanimously.
<br />Bonnie Johnson also addressed the Commission on a word processing printer and software proposal
<br />from NCR Corporation. The Commission suggested that a representative appear before the Board in the next
<br />two weeks to explain the proposal and its benefits to other County departments.
<br />Mr. Wieland moved and Mrs. Stanton seconded to receive and file the copy of a letter from Robert
<br />Hoy, States Attorney, to Edward J. Murphy thanking Mr. Murphy for his generous donation of law books to
<br />the States Attorney Office law library. Motion carried.
<br />Mr. Eckert moved and Mr. Sondrall seconded to authorize the Chairman to sign the State Highway
<br />Department listing of approved Federal Aid Projects for Fiscal Years 1986 and 1987. Motion carried.
<br />Mr. Eckert moved and Mrs. Stanton seconded that the Road Department be reorganized into three
<br />divisions: Engineering, Administrative Support, and Maintenance; and that Steve Grindberg be
<br />redesignated Division Head for Maintenance, and that Don Richards be appointed as Road Superintendent
<br />immediately with office duties and compensation effective September 1, 1985, at an annual salary of
<br />i $42,000.00. At the time for discussion, Mr. Sondrall questioned hiring Don Richards as a Road
<br />Superintendent instead of county engineer, and Mrs. Stanton stated that this motion is based on
<br />recommendations No. 28 and No. 29 on page 91 of THE CASS COUNTY REPORT On roll call vote, the motion
<br />carried unanimously.
<br />Scott Krueger, Administrative Assistant, reported that State Highway Distribution payments to Cass
<br />County will be substantially less than the amount budgeted for the County Road Department for 1985. The
<br />shortfall of money will be about $508,000.00 this year with a downward trend in the future. Upon the
<br />recommendation of Scott Krueger, Mr. Sondrall moved and Mrs. Stanton seconded to reduce the Road
<br />Department's Highway Fund spending authorization to $2,912,000.00; to instruct the Auditor and Treasurer
<br />to deposit any State Revenue Sharing payments in excess of the $101,000.00 budgeted for the General Fund
<br />to be put into the Highway Fund; and to authorize the Road Department to defer the following projects:
<br />resurfacing C -11 from I -94 to C -10 west, resurfacing C -11 from I -94 to C -11 south, resurfacing C -18 from
<br />I -29 to the Red River, new structure at Sections 23 -26, Stanley Township on C -14, and new structure at
<br />Sections 18 -19 in Casselton Township. On roll call vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Wieland seconded to appoint Dorothy Howard to be Clerk of the District
<br />Court effective immediately to complete an unexpired term ending December 31, 1986, at an annual salary
<br />of $25,000.00, the salary to be reviewed January 1, 1986. On roll call vote, the motion carried
<br />unanimously.
<br />The Commission requested Scott Krueger to immediately notify by telephone the people who were
<br />interviewed for the position of the clerk of district court and the people who were interviewed for the
<br />position of county engineer of the Board's action this morning, and to write a letter to the remaining
<br />applicants for the two positions informing them that the appointments have been made.
