REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS JULY 23, 1985 Chairman Ray Larson called the meeting to order and upon roll call, all members were present. Mr. Sondrall moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as written. Motion carried. Upon the request of Marvin Witt, Executive Vice President of the Red River Valley Fair Association, Mr. Sondrall moved and Mr. Eckert seconded to approve the Application For Special Permit to Sell Alcoholic Beverages at a Special Event on August 3 and August 28, 1985, at the Red River Valley Fairgrounds; and to approve the Application for a Dance Permit for JAM Production and the Red River Valley Fair for a concert at the Grandstand on August 3, 1985. On roll call vote, the motion carried unanimously. Steve Dawson appeared before the Board representing the Cass Count employees, and he presented a cost of living adjustment projection for 1986 requesting that the Commission adjust the merit pay scale from year to year as per the cost of living and to retain each position from year to year within the pay scale at a constant relation to the scale. A question was raised on the number of County employees, and the Commission requested a breakdown of full -time employees by department. Sheriff Don Rudnick was also present, and he requested the Commission to increase the pay scale but not determine individual salary increases at this time. Motion was made by Mrs. Stanton that department heads be authorized to include a 3.7M salary increase recognizing the fact that this may not be a final figure but a figure to be used for 1986 budgeting purposes, and to include $5,820.00 for five employees who are on the low end of the pay scale. Motion was seconded by Mr. Sondrall and discussion followed. At the call for the question, the motion failed with two members voting "Aye Mr. Larson, Mr. Wieland and Mr. Eckert voting "No Mr. Eckert moved and Mr. Wieland seconded to increase the 1985 salary scale for County employees by 3.7 plus $5,820.00 for those employees who are at the low end of the pay scale. The motion carried upon roll call vote with four members voting "Aye Mrs. Stanton opposing. Mr. Wieland moved and Mrs. Stanton seconded that effective January 1, 1986, the rates for board of prisoners in the Cass County Jail be increased as follows: Federal prisoners at $50.00 per day, out -of- County prisoners at $30.00 per day, in- County prisoners at $12.50 per day, plus a booking fee of $10.00.
