PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Bids were received from the following for bituminous overlay on County Road 38 between Alice and <br />State Highway 46: <br />Border States Paving <br />F -M Asphalt, Inc. <br />Johnson Construction Company <br />Lakes Paving, Inc. <br />Northern Improvement <br />Mr. Sondrall moved and Mrs. Stanton seconded that the above bids be referred to the Road <br />Superintendent and to Engineer Don Richards for tabulation and recommendation. On roll call vote, the <br />motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve the application for a raffle permit for the <br />Bonanza Belles at the Red River Valley Fairgrounds for the period of July 1 through December 31, 1985. <br />On roll call vote, the motion carried unanimously. <br />Mr. Wieland moved and Mrs. Stanton seconded to approve payment to Lightowler Johnson Associates in <br />the amount of $455.28 for consulting engineering services in the Chrisan Subdivision paving project. On <br />roll call vote, the motion carried unanimously. <br />Steve Dewald from Lightowler Johnson Associates presented Change Orders for the Chrisan and <br />Riverdale Subdivisions paving projects requesting an extension of the completion dates due to the wet <br />condition of the ditches. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve a change order with F -M Asphalt extending <br />the completion date to August 1, 1985 for the hot bituminous and extending the completion date to <br />September 1, 1985 for the seal coat and County right of way ditch for the Chrisan Subdivision paving <br />project. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve the change order with F -M Asphalt to extend <br />the completion date to September 1, 1985 for seal coat in the Riverdale Subdivision paving project. On <br />roll call vote, the motion carried unanimously. <br />The County Auditor reported that effective July 1st, the County Commissioners annual salary could <br />be increased to $7,500.00. Since the Commission did not budget for an increase for 1985, it will be <br />discussed during the 1986 budget negotiati <br />Mr. Eckert reported that he discussed the matter of 1985 salary increases with the North Dakota <br />State University Cooperative Extension Service and he was informed that County Agent, Duane Hauck, is <br />not considered a department head and therefore, should receive the same salary increase as the four <br />employees who were granted an increase at the last Commission meeting. However, the amount of increase <br />they were granted does not comply with the average salary increase granted to County employees for 1985. <br />Mr. Eckert moved and Mr. Sondrall seconded to rescind the motion made by the Cass County Commission <br />on July 2, 1985, authorizing a 5% increase to these County Extension Office employees: Kelly Bergo, Dave <br />DeCock, Helen Liuska and Connie Weed; and that it be established as a 4% salary increase to comply with <br />the average increase for other County employees, this being effective July 1, 1985. On roll call vote, <br />the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to include County Extension Agent, Duane Hauck, on the <br />list of Extension Service employees to receive a 4% salary increase, effective July 1, 1985. On roll <br />call vote, the motion carried unanimously. <br />Upon the recommendation of Engineer Don Richards, Mr. Wieland moved and Mrs. Stanton seconded to <br />accept the low bid of Border States Paving in the amount of $371,130.26 for the bituminous overlay on <br />County Road 38. On roll call vote, the motion carried unanimously. <br />On motion by Mr. Eckert and seconded by Mr. Sondrall, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JULY 16, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Forty -three applications were received for the position of Clerk of the District Court for Cass <br />County. Commissioners Wieland and Stanton will begin a preliminary review of the applications. <br />A comment was received in the Suggestion Box from a County employee stating that the chairs in the <br />Courthouse lunch area have snagged people's clothing.
