On roll call vote, the motion carried unanimously. <br />The Commission received 17 applications for the position of a Cass County Engineer. Commissioners <br />Eckert and Larson will review them initially before any interviews are held. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve utility permits to Cass County Electric <br />Cooperative to replace underground cable in Sections 7 -18, Stanley Township; and to Inter Community <br />Telephone Company to bury cable along County Road 5 in Sections 27 -26, Wheatland Township and along <br />County Road 10 in Sections 19 -30, City of Buffalo. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Eckert seconded that Steve Grindberg, Road Superintendent, be authorized <br />to purchase a used heavy equipment trailer for $9,500.00 after trade -in. On roll call vote, the motion <br />carried unanimously. <br />Correspondence was received from the State Highway Department regarding a meeting scheduled for <br />July 22nd at the Fargo District Office regarding 1986 construction programs. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve the draft of the County Newsletter dated <br />July 2nd with the change of date on budget requests being due July 12th instead of July 16th. <br />Mr. Wieland amended the motion to add a paragraph explaining the meetings being held with employees <br />regarding personnel policies. Seconded by Mr. Eckert and the motion carried on roll call vote with all <br />members voting "Aye <br />Mr. Wieland moved and Mr. Eckert seconded to approve the following applications for Raffle Permits: <br />Cass County 4 -H Council to be held on July 12 and 13, 1985, Red River Valley International Appaloosa <br />Horse Club on August 18, 1985, and Elizabeth Circle of St. Peter Lutheran Church on September 15, 1985. <br />On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Eckert seconded to receive and file a letter expressing appreciation for <br />allowing Glenn Ellingsberg, Sheriff Department employee, to work with the Emergency Management team in <br />presenting a program to the North Dakota Boys State during the week of June 8 -15. Motion carried. <br />Discussion was held on forming a Cass <br />it is necessary to form another board such <br />making the decisions concerning Trollwood and <br />County Cemetery Authority. Mrs. Stanton questioned whether <br />as this, and she suggested that the County Board continue <br />Springvale Cemeteries at this time. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Cass County Commission write a letter to the <br />congressional delegation objecting to the Garcia vs. San Antonio Metropolitan Transit Authority Supreme <br />Court decision regarding overtime compensation, and strongly urge them to overturn the decision. On roll <br />call vote, the motion carried unanimously. <br />Correspondence was read and committee reports were given. <br />On motion by Mr. Eckert and seconded by Mr. Sondrall, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JULY 9, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Upon the request of Jon Ness from the Metropolitan Council of Governments, Mrs. Stanton moved and <br />Mr. Eckert seconded to endorse the Dutch Elm Disease survey and authorize the Chairman to sign a cover <br />letter to riverbed property owners in Cass County. On roll call vote, the motion carried unanimously. <br />Mr. Keith Trader appeared before the Board representing the Kindred True Value Hardware regarding <br />their Community Development Block Grant, and requesting that a bill in the amount of $800.00 for a <br />pre-loan appraisal be paid from the County's administrative fund on this project. Mr. Trader suggested <br />that the Kindred True Value Hardware pay the appraisal fee and then deduct a specific amount each month <br />from the payments to the County. Mr. Wieland asked about payment of closing costs, recording fees, <br />attorney fees and other incidental costs; and Mr. Trader stated that Scott Bakko for the Kindred True <br />Value Hardware will be paying any other fees. <br />Mr. Wieland moved and Mr. Sondrall seconded to allow Mr. Scott Bakko to reduce his payment to Cass <br />County in the sum of $100.00 per month for a period of six months on the Kindred True Value Hardware <br />Community Development Block Grant program. The motion carried on roll call vote with four members voting <br />"Aye Mr. Larson voting "No <br />Mr. Eckert moved and Mr. Sondrall seconded to approve the upgrading of railroad crossing signals at <br />Durbin and at Tower City, at a cost to the County of $9,000.00 on each location. On roll call vote, the <br />motion carried unanimously. <br />
