July, PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS JULY 2, 1985 Chairman Ray Larson called the meeting to order and upon roll call, all members were present. Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Sheriff Don Rudnick appeared before the Board as Chairman of the Salary Review Committee, and also present was the Acting Clerk of District Court, Dorothy Howard, to discuss position changes and temporary salaries in that department. Mr. Wieland moved and Mrs. Stanton seconded to transfer Vicky Mickelson from the Child Support Division in Pay Grade 2 to the Clerk's Office in the Pay Grade 2 position; that Toni Stremick be moved up to the position of Office Manager at a salary of $1,373.00 per month which would be temporary until a permanent Clerk of District Court is appointed; that Arlette Stoetzer be moved to a Deputy Clerk status at a salary of $1,162.00 which would be temporary until a permanent Clerk is appointed; and that Shirley Carlson be moved from the position of Pay Grade 4 to Pay Grade 5 in the Clerk's Office on a permanent basis. On roll call vote, the motion carried unanimously. Mr. Wieland moved and Mr. Sondrall seconded to grant a salary increase of 10% to Lyla Milke for a six -month period only, beginning July 1, 1985, her help in training the new Clerk of District Court. On roll call vote, the motion carried unanimously. Mr. Wieland moved and Mr. Sondrall seconded that Dorothy Howard be authorized to hire two Kelly Girls to begin work at Noon today in the Child Support Office for a period of 4 -6 weeks, or as necessary. On roll call vote, the motion carried unanimously. Mr. Wieland moved and Mrs. Stanton seconded that Dorothy Howard be authorized to hire a Disbursement Clerk to replace Vicky Mickelson in the Child Support Division beginning July 15, 1985, in Pay Grade 4 at a salary of $900.00 per month. On roll call vote, the motion carried unanimously. Mr. Wieland moved and Mr. Eckert seconded that Dorothy Howard be allowed to hire a temporary full -time employee for the Clerk's Office in Pay Grade 2 at the low -point to low- average range. On roll call vote, the motion carried unanimously. Mr. Sondrall moved and Mr. Wieland seconded that Dorothy Howard be allowed to purchase a copier i machine for the Child Support Division at-a cost not to exceed $1,795.00. On roll call vote, the motion carried unanimously. Steve Dawson, Sheriff's Department employee, appeared before the Board representing County employees in regard to wage compensation for 1986. Mr. Dawson explained a plan for adjusting the 1985 pay scale by using a combination percentage and a fixed dollar across the -board adjustment, basing this on a 3.7% cost of living index. He also suggested that an amount of 3% be set aside for merit raises at the department heads' discretion, and the employees expressed concern over six positions which are above the pay scale and seven positions which are below the low average of the pay scale. The Chairman stated that the Commission will get back to the employees on the request. Discussion was again held on 1985 salary adjustments for department heads. Chairman Larson suggested waiting for Mr. Joe Novak to complete the study of department heads positions to help determine the salary ranges. Mr. Wieland stated that some adjustments have been made for department heads, and the Chairman suggested adjusting those that will not be affected by the evaluation. Mr. Wieland moved and Mr. Sondrall seconded to authorize a 5% increase to be computed on the basis of the following salaried people in the County Extension Office: Kelly Bergo, Dave DeCock, Helen Liuska and Connie Weed; and that the Extension Agent or Agents designate the amounts to be paid to each individual on the same basis as the other department heads did for 1985, this being effective July 1, 1985. On roll call vote, the motion carried unanimously. Commissioner Eckert was requested to notify the County Extension Office of this action. The Commission requested Robert Hoy, States Attorney, to contact Bonnie Johnson of the Child Support Enforcement Division to attend a meeting at her convenience to explain how the State and the other Counties in this region contribute to her salary and to the expenses of the department. Mr. Wieland suggested that the States Attorney evaluate Bonnie Johnson's position to determine her salary, and it will be referred to the Salary Review Committee. A majority of the Commission did not favor the continuation of holding evening Commission meetings periodically, as was done the past three months. Mr. Sondrall moved and Mrs. Stanton seconded to reapprove the following Pledges of Assets for 1985: On roll call vote, the motion carried unanimously.
