Mr. Wieland moved and Mr. Eckert seconded to reaffirm the Board' s <br />position in using Option #4 as presented last week and not to purchase <br />concrete vaults; and that the Chairman be authorized to sign the <br />agreement with the Evaluation and Training Center for construction <br />of the necessary wooden boxes, and to sign any other contracts in <br />connection with Option #4. On roll call vote, the motion carried <br />unanimously. <br />Steve Dawson, Sheriff's employee, appeared before the Commission <br />representing the Cass County employees to ask when the Commission <br />will first be discussing the 1986 budget item in relation to employee <br />compensation, and when it might be appropriate to address the <br />Commission to provide some input. The Commission asked Steve Dawson <br />to come back in two weeks. <br />Discussion was held on what procedure the Commission will follow <br />to fill the vacancy caused by the resignation of Ruth Hellem, Clerk <br />of District Court. Mrs. Stanton stated that the Commission will have <br />to advertise that there is a vacancy, and Mr. Wieland suggested <br />appointing a temporary replacement effective July 1st at the minimum <br />salary requirement. Mrs. Stanton suggested that the salary be <br />negotiable to a maximum amount. The Chairman requested Commissioners <br />Wieland and Stanton to discuss a possible temporary replacement with <br />the Deputy Clerks of District Court. <br />Mr. Wieland moved and Mrs. Stanton seconded to advertise for <br />the position of the Clerk of District Court to serve out the balance <br />of Ruth Hellem's term which ends December 31, 1986, the salary <br />negotiable between the minimum authorized salary and the maximum that <br />is now being paid depending upon experience, education and knowledge, <br />and that the job description be in line with the requirements of the <br />North Dakota Century Code; applications to be received no later than <br />July 16, 1985. On roll call vote, the motion carried unanimously. <br />Sheriff Don Rudnick, Chairman of the Salary Review Committee, <br />presented recommendations from the committee on grievances filed by <br />County employees after the adoption of the 1985 salary plan. It was <br />recommended that the pay grade for Florence Bauer be Grade 7 rather <br />than Grade 5, but this will be left to the discretion of the Commission. <br />A grievance was filed by Gene McLean because of a difference in his <br />salary as Investigator for the Sheriff's Department and the salary <br />of the Investigator for the States Attorney's office. The Sheriff <br />plans to rate his entire department by Friday for the Salary Review <br />Committee. <br />Upon the recommendation of the Salary Review Committee, Mrs. <br />Stanton moved and Mr. Eckert seconded to set the salary of Deanna <br />Pearson, employee of the Clerk of District Court, at $914.00 per month; <br />and that Darrel Aasland from the County Road Department be placed <br />in Pay Grade 10, a 2% increase, retro active to January 1, 1985. <br />On roll call vote, the motion carried unanimously. The Salary Review <br />Committee stated that Darrel Aasland's position may need to be <br />re- evaluated when the County hires an engineer. <br />
