Henderson, Young and Company last week after their presentation of <br />the Cass County Government Task Force Study, and they proposed to <br />provide consulting services to the County for developing a new budget <br />format at a cost of $50,000.00 for Phase 1 to be completed for the <br />1986 County budget plus $25,000.00 for Phase 2 to be completed for <br />the 1987 budget. Mr. Wieland requested that Scott Krueger contact <br />Henderson, Young and Company to ask which recommendations this budget <br />proposal covers in the task force study, and to get this information <br />to the Commissioners prior to the next meeting. <br />Proposals to develop a road management plan for the County were <br />submitted by two North Dakota State University students seeking summer <br />employment. No action was taken at this time pending the hiring of <br />a County Engineer as recommended by the Task Force Study. The <br />Commission asked Scott Krueger to bring a sample of an advertisement <br />for the position of a County Engineer before the end of the meeting <br />today. <br />Glenn Ellingsburg from the County Sheriff's Department presented <br />a proposal from Moorhead Electric Company for installation of cable <br />for the new telephone system. Mr. Eckert moved and Mr. Wieland <br />seconded to bury two sets of 200 -pair cable between the Juvenile <br />Justice Center and the Courthouse at a cost not to exceed $2,500.00. <br />On roll call vote, the motion carried unanimously. <br />Mr. Wieland moved and Mrs. Stanton seconded to receive an file <br />the following Officer's Reports for April, 1985: Motion carried. <br />Clerk of Court 4,926.25 <br />County Court $26,263.22 <br />Register of Deeds $13,462.70 <br />Sheriff 7,187.88 <br />Veterans Service Office <br />The Chairman received correspondence from Joe Novak of Employment <br />Advisors, Inc. recommending that the position evaluations of County <br />Department Heads be delayed until the Task Force Study recommendations <br />are considered by the Commission. Mrs. Stanton reported that she <br />was approached by a County department head stating that they did not <br />receive notification that this evaluation was being done. Mr. Wieland <br />suggested writing a letter to Joe Novak instructing him to proceed <br />with the position evaluations for those department heads which are <br />not affected by recommendations made in "The Cass County Report <br />Those which may be affected are the Road Superintendent, the Director <br />of Tax Equalization, the Disaster Emergency Services Director, and <br />the Administrative Assistant. Scott Krueger was requested to send <br />a memo at this time to Department Heads informing them of this <br />evaluation of their job and the salary in relation to it. <br />Correspondence was received from Tom Jensen, County Social <br />Services Director, regarding the recommendation in the Task Force <br />Study to charge an annual fee of $100.00 for licensing each day care <br />center. Mr. Jensen stated that the 1985 Legislature has established <br />a fee schedule and a manner in which these funds must be used. <br />
