IsM <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Wieland moved and Mr. Sondrall seconded to attempt to resolve the noise level problem of the <br />Courthouse air conditioning units by installing styrofoam on the brick wall and on the barrier wall, and <br />to investigate the possibility of tree planting to reduce the noise level. On roll call vote, the motion <br />carried unanimously. <br />Mr. Wieland reported that the Salary Review Committee received several suggestions from the <br />Suggestion Box in the Courthouse, and they were all directed to the Commission. For the employees' <br />benefit, the Commissioners intend to respond to the suggestions through the Employee Newsletter prepared <br />periodically by the Adminstrative Assistant. <br />Scott Krueger stated that the task force committee which is doing the study on County government <br />has asked how many copies of the report the Commission would like to order. The cost of 300 books is <br />$1,314.00 and the cost of 200 books is $1,044.00. Mr. Eckert moved and Mrs. Stanton seconded to order <br />200 books of the Cass County government study of the same quality as The Fargo Report. On roll call <br />vote, the motion carried unanimously. <br />Committee reports were given. <br />On motion by Mr. Wieland and seconded by Mr. Eckert, the meeting was adjourned. <br />ATTEST: APPROVED: <br />Ordelle Brua Auditor <br />Ray parson, Chairman <br />Cass County, North Dakota Cass County Board of Commissioners <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />MAY 7, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Eckert moved and Mrs.` Stanton seconded to continue renting office space in the County Road <br />Department building to a State Water Commission engineer for the next State biennium at the same cost as <br />at present, with the understanding that the location may change within the building. On roll call vote, <br />the motion carried unanimously. <br />Mr. Robert Meyer appeared before the Board regarding the dust problem and heavy traffic on County <br />Road 10 between Mapleton and West Fargo. He inquired whether this road is on the County's priority list <br />for reshaping and surfacing. He presented a petition signed by about 39 landowners agreeing to grant the <br />necessary right of way when the Cass County Commission agrees to improve County Road 10. <br />The above petition will be referred to the County's Road Repair and Improvement Advisory Committee. <br />Mrs. Stanton asked what criteria this committee is using for setting their priorities, and Mr. Wieland <br />stated that the committee will be setting criteria and trying to establish a priority list with any <br />decisions to be made by the Board of County Commissioners. The Chairman suggested that Mr. Meyer attend <br />the next committee meeting. <br />A letter was received from the Office of Management and Budget stating that Cass County's grant <br />application for North Dakota Community Development Block Grant Urgent Need Set -Aside funds concerning the <br />Trollwood Cemeteries has been determined to be ineligible for funding. Jon Ness from the Metropolitan <br />Council of Governments was present and also Lowell Brenna, technical assistant for the cemetery <br />relocation project. <br />Mr. Brenna presented a "Report on Relocation of Cass County Cemetery #3 The Commission discussed <br />notification to relatives of intent to move remains, purchasing an alternate cemetery, and determining <br />how many graves should be moved at this time. Robert Hoy, States Attorney, noted that people have an <br />option to remove their relative's remains and have them interred at their own expense somewhere else. <br />Mr. Eckert moved and Mrs. Stanton seconded to purchase the Springvale Cemetery located north of <br />Fargo at a cost of $5,000.00. Mr. Wieland stated that in addition to the purchase price, there will be <br />additional expense for upkeep that has not been done. At the call for the question, the motion carried <br />with four members voting "Aye" and Mr. Sondrall opposing. <br />Mrs. Stanton moved and Mr. Eckert seconded that Cass County move part or all of the remains from <br />Cemetery #3 at Trollwood, and that they be interred at Springvale Cemetery. On roll call vote, the <br />motion carried unanimously. <br />The States Attorney recommended that the Commission hire Lowell Brenna as the project supervisor <br />and contact person for the cemetery relocation project. Mr. Brenna stated that he has about 25 hours <br />remaining on his original contract as technical assistant, and he would be interested in continuing with <br />the project.
