PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Ken McIntyre appeared to <br />the Cass County Historical Society <br />to the Prosper Elevator, and Mr. Wi <br />about 6 months. <br />Mr. Sondrall was authorized <br />claim for damages due to the power <br />On motion by Mr. Wieland and <br />answer any questions the Commission might have on his annual audit of <br />He asked the Board's intentions on improvements to the road leading <br />eland stated that a proposed construction program will be completed in <br />to contact the County's insurance company to inquire about filing a <br />outage in the Courthouse Addition last month. <br />seconded by Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />APRIL 23, 1985 <br />Chairman Ray Larson called the meeting to order with four members present, Mrs. Stanton arriving <br />later after attending another meeting. <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Wieland moved and Mr. Sondrall seconded that Sheriff Don Rudnick be authorized to spend up to <br />$5,500.00 for double bunk beds in seven cell blocks in the County Jail, the bill to be paid from the <br />Buildings and Grounds budget. On roll call vote, the motion carried with the four members present voting <br />"Aye". <br />Upon the recommendation of Sheriff Rudnick, Mr. Eckert moved and Mr. Sondrall seconded that any <br />suggestions which are put into the County's Suggestion Box be referred to the Salary Review Committee for <br />direction to the appropriate department. Motion carried unanimously. <br />Mr. Wieland moved and Mr. Sondrall seconded to approve three Applications for Special Permits to <br />Sell Alcoholic Beverages at the Red River Valley Fairgrounds on July 11, 12 and 13th and on July 15 and <br />16, 1985 during the Red River Valley Fair; and also on September 10, 11 and 12, 1985 during the Big Iron <br />Show. Motion carried with the four members present voting "Aye <br />Mr. Eckert moved and Mr. Sondrall seconded to grant two Applications for Dance Permits at the <br />Red River Valley Fairgrounds on the dates May 12 and June 24, 1985. Motion carried with the four <br />members present voting "Aye <br />Mr. Wieland moved and Mr. Sondrall seconded to authorize the Chairman to sign the Resolution <br />accepting the low bid of Industrial Builders, Inc. in the amount of $209,342.98 for bridge replacement <br />projects on County Road 5 north of Chaffee and on County Road 6 east of Chaffee at a total cost to the <br />County of about $45,000.00. On roll call vote, the motion carried with the four members present voting <br />"Aye <br />Mr. Wieland moved and Mr. Eckert seconded to reject all bids which were advertised in conjunction <br />with Clay County for a highway paint striper, and to re advertise for bids at a later date after more <br />information can be obtained on availability of the machines. Motion carried with the four members <br />present voting "Aye <br />Mr. Eckert moved and Mr. Sondrall seconded that the County Road Superintendent be authorized to <br />purchase two dump trucks from Hall GMC, Inc., one with a Galion dump box and one with a Red River dump <br />box, at a total cost of $101,852.00. Motion carried with the four members present voting "Aye <br />The Road Superintendent requested permission to approve utility permits on the standard agreement <br />forms without bringing them to the Commission meetings each time. Mrs. Stanton, who was present at this <br />time, felt that these permits must be brought before the Commission since the forms require the signature <br />of the Chairman. Mr. Wieland moved and Mr. Sondrall seconded that in relation to the underground utility <br />permits, the County Road Superintendent and Commissioner Eckert review them and if accepted or rejected, <br />to bring them to the next regular meeting. Motion carried unanimously. <br />Architect Richard Moorhead presented the final schematic design for a south addition to the <br />Courthouse. After discussion, Mrs. Stanton moved and Mr. Eckert seconded to approve the preliminary <br />design for the south wing of the Courthouse. On roll call vote, the motion carried unanimously. <br />Mr. Moorhead estimated the middle of August, 1985 as the target date for awarding the contracts, but the <br />Commission hoped that the contracts could be awarded closer to the first of August. The States Attorney <br />along with Commissioners Wieland and Larson will begin investigating the bidding process to be followed <br />for the future sale of the Cass County Annex building at 701 Main Avenue, Fargo. <br />Scott Krueger reported that residents who live directly north of the Courthouse are objecting to <br />the County's south addition because they feel that the County has not met proper building codes on the <br />north addition due to the noise level of the air conditioning units located on top of the garage. The <br />Commission has taken steps to reduce the noise, but it is still apparently somewhat above ordinance <br />levels. Mr. Wieland suggested that Mr. Krueger research a type of sound absorption material for the <br />brick wall and research the availability of some type of cones or mufflers for the units plus having <br />noise level tests taken while one unit is operating, then two and then with the third one operating; and <br />to also obtain an estimate for a portable air conditioner for one of the jury rooms on 3rd floor which <br />has no ventilation, and to report back to the Commission at the earliest possible time. <br />6238 <br />Hist.
